Comptroller - Talent Acquisition Specialist (Human Resources Specialist III)

Job Summary Join Human Resources as a Talent Acquisition Specialist. Work in a fast-paced, multi‑project environment emphasizing staffing, recruitment, classification, and training. Ensure compliance with state and federal hiring laws and Human Resources policies. Provide exceptional customer service to applicants and employees on a variety of HR business matters. Responsibilities Provide consultative services for assigned divisions in drafting and reviewing job specifications in accordance with State Auditor position classification guidelines. Partner with hiring managers and division staff to determine appropriate classification, FLSA and EEO compliance, salary administration, screening criteria, and interview questions to assist the division in selecting suitable candidates. Screen incoming applications to determine minimum qualification designation according to agency and division procedures. Provide updates to hiring divisions regarding incoming application statistics. Review selection/hiring packets for compliance with hiring policies, procedures, and basic employment law. Provide technical customer assistance as needed or requested. Assist in training newly hired supervisors, managers, and HR employees in using CAPPS Recruit. Extend and/or negotiate job offers and obtain appropriate business justification in writing for all hiring issues and concerns. Act as the primary contact for applicants, providing a positive and professional experience throughout the recruitment process. Advises agency supervisors and managers on HR planning issues at the division level, reviewing documentation to support promotions, reclassifications, and internal transfers. Review, analyze, and approve personnel requisition forms to ensure consistency with existing organizational patterns and compliance with agency policy, procedures, federal law, and state statutes. Conduct internal classification reviews. Conduct one‑on‑one CAPPS Recruit training for assigned divisions upon request. Assist in HR training initiatives. Assist in planning, developing, and implementing HR policies and procedures. Prepare, edit, and distribute correspondence, reports, studies, forms, and documents. Prepare and disseminate information concerning agency programs and services as needed. Participate in onsite and offsite hiring events. Complete special projects and other related duties as assigned by the HR management team. Qualifications Minimum Qualifications Bachelor’s degree. 3 years of experience in talent acquisition. 2 years of experience in screening, recruiting, and sourcing. Preferred Qualifications Bachelor’s degree in Human Resources, Organizational Development, Business, Communications, or Public Administration. Experience in compensation analysis. Experience with recruiting software such as Taleo and/or the Texas CAPPS Recruit system. Experience conducting HR training. Substitutions One additional year of experience performing HR work may substitute for thirty semester hours of the educational requirement, with a maximum substitution of 120 semester hours (four years). Licenses & Certifications Preferred: Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM‑CP, SHRM‑SC.
