Coordinator of Operations and Emergency Preparedness - REPOST

General Description Under the direction of the Director of Facilities, Maintenance, Operations and Transportation (FMOT) or other assigned administrator; plan, organize, evaluate and supervise the work of supervisory personnel and subordinate staff that provide grounds, maintenance, custodial and other facility related services. Develop a comprehensive training program for assigned areas of responsibility. Essential Duties Develop, maintain and monitor the implementation of all federal, state, and local safety compliance programs. Review, plan, train, schedule and assign work to facilities, operations, custodial, and grounds staff ensuring that the assignment is clear and understandable; ensure that needed supplies, materials and equipment are available and that coordination with other units has been accomplished. Oversee the District fire extinguisher, respiratory protection, and compliance inspection programs. Assist in determining priority of work orders, planning, scheduling of work orders and accurate recordkeeping. Schedule and conduct quality control and assurance reviews of work plans, ongoing audits and investigations, completed audits and reports of investigation, special review reports, and others to determine if audits are conducted in compliance with Federal, State and department standards. Conduct field work, including site safety audits of work methods for improper procedures check equipment and facilities for hazardous conditions and recommend corrective actions as required by the California Division of Occupational Safety and Health, the Bay Area Air Quality Management District (BAAQMD), and the Alameda County and City of Hayward Health Services and Fire Departments. Develop work procedures and practices for assigned unit; modify employee work assignments in accordance with the needs of the Facilities Maintenance Operations Department; develop work schedules; make oral and written directives. Maintain and update material safety data sheets (M.S.D.S) and make them available to Department personnel; oversee disposal of hazardous materials. Observe and ensure compliance with Federal, State and local electrical and building codes and fire regulations; troubleshoot malfunctions, repair or notify appropriate agency or personnel of major malfunctions. Ensure that checklists and/or work plans are consistently used and completed by the staff in compliance with the procedure manual, standards and the district's quality control policies and procedures. Explain the intent and legal implications of health and safety codes and regulations to District administrators and supervisors. Review Material Safety Data Sheets to determine acceptability of materials for use by District employees. Serve as a liaison to outside environmental, health and safety regulatory agencies for the purpose of exchanging information, coordinating activities and/or resolving regulatory issues and concerns. Conduct periodic health, safety, and emergency training. Coordinate and ensure that all applicable licenses and certifications are up to date; maintain records and prepare reports. Serve as the primary resource for the Integrated Pest Management Program (IPM) and respond to inquiries accordingly. Ensure that adequate records are filed and maintained at the school sites and conduct random, periodic inspections to ensure handbooks are being properly maintained. Order various materials, equipment, tools and supplies according to established procedures; maintain inventory of equipment and supplies; contact vendors as needed. Collect, organize and analyze data. Prepare clear, concise, technically accurate reports. Plan, organize and supervise the work of personnel. Communicate effectively both orally and in writing. Understand and follow oral and written instructions. National Incident Management System (NIMS), Standardized Emergency Management Systems (SEMS), Incident Command System (ICS). Establish and maintain cooperative and effective working relationships with others. Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, students, administrators, parents and others. Federal, State, and local statutes and regulations governing IPM use on school properties. Environmental health and safety regulations, including California Environmental Protection Agency (Cal/EPA), Occupational Safety and Health Administration (OSHA), and California Occupational Safety and Health (Cal/OSHA). Ability To Work confidentially with discretion, and complete work with constant interruptions. Communicate effectively, both orally and in writing. Conduct meetings, discussions, and make presentations. Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, students, administrators, parents and others. Supervise the performance of assigned personnel. Education and Experience Any combination equivalent to: college level or comparable courses in building trades, compliance and inspection, facility management, business practices, emergency preparedness and supervision, and four years of increasingly responsible supervisory experience in building construction, maintenance and inspections, or custodial and facility operations services. Associate of Arts degree in related field and/or School Building Inspection certification preferred. Licenses and Other Requirements Valid California driver's license. Incumbent will be involved in field work which requires travel in personal vehicle to various sites. Incumbents may be required to wear protective apparel including goggles, face protectors, aprons, shoes and breathing apparatus. Certified Playground Safety Inspector (CPSI) Certification—Highly Desirable. Department of Pesticide Regulation (DPR) Qualified Applicator Certificate—Highly Desirable. Working Environment The usual and customary methods of performing the job's functions require the following physical demands: significant lifting, carrying, pushing, and/or pulling; frequent climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 20% sitting, 45% walking, and 35% standing. This job is performed with some temperature extremes and conditions with some exposure to the risk of injury and illness. Benefits Hayward Unified School District will provide a contribution of up to $2,500 per year to be used towards a District healthcare plan or cash in lieu of up to $1,350 per year. Full-time employees are required to purchase medical health benefits unless proof of alternate coverage is provided. Half-time and less than half-time employees may participate on a voluntary basis.
