We are seeking a Human Resources (HR) Manager to join us and be responsible for Arkema's Clear Lake site. The role involves implementing HR support initiatives and activities in relation to business, manufacturing leadership and plant site objectives. Responsibilities Utilize knowledge of functional/business objectives and HR expertise to influence, support, and advise leaders, managers, and employees on HR-related issues, including policies, processes, and programs, to help meet business goals. Operate and apply expertise in talent acquisition, employee relations, training and development, performance management, employment law, compensation and benefits. Negotiate positive outcomes, mediate differences of opinion, and make fair judgments in support of business objectives, providing trusted counsel to leaders. Ensure compliance with AIMS HESQ policies & practices (ISO 9001, 14001, & 18001) and all legal and regulatory requirements, including OSHA, EPA, TCEQ, quality systems, and safe work permit practices. Collaborative and valued team member within client groups and the broader Arkema Inc. HR & Communications community. Lead HR Business Partner for Client Groups Active member of Plant and business Leadership Teams, ensuring HR topics and initiatives are represented. Partner to define HR strategy for the plant level, aligning key HR initiatives with the Americas. Develop and maintain human resources programs and procedures linked to client group strategies. Lead talent acquisition, onboarding, development, hiring, promotion, and exit processes for client groups. Partner with leadership teams to implement workforce planning projects, including organizational development, succession planning, and employee development. Maintain and communicate HR metrics to client groups, including talent acquisition, turnover, promotions, transfers, terminations, and performance appraisals. Facilitate change by understanding business needs, assessing impact on people, and developing plans with leaders to implement changes. Establish credibility and build strong partnerships with Business Unit leadership and Corporate HR&C team. Foster an environment encouraging continuous growth and result delivery. Drive and Implement Core HR Processes within Assigned Client Group Partner with HR leadership, HR Business Partners, and HR COEs to establish proper processes and delivery of all Core HR functions. Coordinate administration of Health & Wellness, FMLA/STD/Workers Comp benefits for union and non-union employees, acting as liaison between employees, third‑party administrators, and corporate HR. Implement local HR programs, policies, and tools, including Performance Management, Talent Review, Employee Safety and Engagement Survey, Reward & Recognition, and compensation practices. Contribute to special projects inside and outside the HR&C function to improve HR practices, processes, and data management. Address employee questions and concerns, refer to appropriate resources, and ensure accuracy of employee data in HR systems. Compliance and Employee Relations Ensure awareness and compliance with HR policies within the client group. Provide counsel on employee relations issues, including corrective action, conflict resolution, and harassment, utilizing legal resources when appropriate to investigate and resolve issues promptly. Stay current on U.S. regulations to ensure compliance and timely implementation of changes. Manage the Site HR & Training Team Lead, mentor, and develop a small team of HR and training professionals. Foster a positive and collaborative team environment. Encourage continuous learning and professional growth within the team. Minimum Qualifications 5+ years of experience as an HR business partner or generalist, with 2+ years in an HR management role on a local site or business team. Experience implementing and guiding HR processes and life cycles. Preferred manufacturing industry experience. Experience with diverse cultures and project management. Bachelor’s degree in HR or related field (Master’s preferred). Proficiency with Microsoft Office; SharePoint experience preferred. Results‑oriented with strong business acumen and adaptability in changing situations. Ability to function in a matrix environment and communicate effectively across audiences. Legal document review, project management, time management, and organizational skills. Coaching, mentoring, influencing skills and analytical experience with metrics and KPIs. Strong knowledge of HR functions (recruitment, employee relations, compensation, performance, training). Proficiency with SA P, SuccessFactors or similar ERP/HRMS systems preferred. Experience reading and reviewing legal documents, labor contracts, and federal laws. HES Requirements Support site HES policy and comply with all regulatory and internal requirements. Participate in HES activities provided by site management and Arkema Inc. Support, promote, and report all health, safety, environmental incidents. Physical Demands/Working Conditions Travel up to 10% for business trips. Position is based at a site with hazardous operations and equipment for production and lab testing. Requires organizational, planning, composure, rapport-building, judgment, and analytical skills. Proactive approach required to address HR issues.
