Community Reinvestment Officer Regular Full-Time 401k eligible Fresno, CA, US STATUS: Exempt, regular full-time DEPARTMENT: Risk Management LOCATION: Flexible location available within the bank's footprint. Job Summary and Scope of Responsibility: The Community Reinvestment Officer is responsible for managing and overseeing the Bank’s Community Reinvestment Act (CRA) program. This individual supports management in ensuring the Bank’s lending, investment, and service activities meet the credit needs of the communities it serves, including low- and moderate-income (LMI) areas. The ideal candidate will serve as a liaison between the Bank and the community, regulatory agencies, and internal stakeholders to promote community development and maintain CRA compliance. Essential Duties & Responsibilities: With or without reasonable accommodation must be able to perform all essential job functions as described below. Develop, implement, and maintain the Bank’s CRA strategy, ensuring alignment with regulatory requirements and the Bank’s business objectives. Serve as chairperson of the CRA Committee; manage, coordinate and document program inclusive of policies, procedures and outreach activities. Monitor and evaluate the Bank’s CRA performance across assessment areas, including lending, investment, and service tests; recommend changes to management. Maintain CRA Plan and public file and ensure accurate, timely reporting of CRA-related data and disclosures. Track and analyze demographic and community development trends in the Bank’s assessment areas to support strategic CRA planning. Prepare and maintain documentation for CRA examinations and internal audits; serve as the point of contact during regulatory CRA and Fair Lending exams. Build and maintain strong relationships with community organizations, government agencies, and nonprofits to identify and support community development initiatives. Identify and recommend opportunities for qualified community development loans, investments, grants, and service activities. Partner with internal departments (lending, retail, marketing, compliance) to promote and implement CRA-qualified products and services. Identify weaknesses in CRA performance that must be addressed by the relevant business unit. Track and monitor service hours, recommending adjustments as identified. Evaluate charitable donations to determine if CRA-qualified and provide periodic reporting on progress and recommendations for alternative actions. Serve as the Bank’s primary representative on any regulatory-sponsored CRA-related community groups. Serve as liaison between the Bank and community groups interested in the Bank’s CRA activities and progress. Deliver periodic CRA training for bank staff, management, and Board of Directors to enhance awareness and involvement. Supplement financial training opportunities for clients and community members. Minimum Qualifications to Perform Essential Functions Knowledge, Skills and Abilities: Strong knowledge of CRA regulations, fair lending laws, and community development best practices. Exceptional interpersonal and communication skills, with the ability to engage with diverse internal and external stakeholders. Demonstrated ability to analyze data, identify trends, and translate insights into strategic recommendations. Proficiency in CRA software and Microsoft Office Suite (Excel, Word, PowerPoint). Good judgement, decision making and problem-solving skills. Effective business writing skills. Aptitude for detail and organization. Ability to achieve and maintain required licenses, registrations or certifications. Ability to perform essential job functions independently, under minimal supervision. Proficiency at speaking, reading and writing English. Experience and/or Education: Bachelor’s degree in Business, Finance, Public Administration, or a related field. Five years of experience in CRA compliance, community development, or a related banking function. Experience preparing for and supporting CRA regulatory exams (FDIC, OCC, or FRB). Travel/Physical Demands: Ability to travel to client and business event locations (driving requires continuous possession of a valid driver’s license and the minimum level of auto insurance).
