Personnel Program Manager

Job Summary Personnel Program Manager II (PMD) – manages day‑to‑day administrative activities of a personnel team, provides classification and compensation policy guidance, and addresses complex statewide personnel management issues. Responsibilities Lead a team of personnel professionals, managing daily operations and ensuring effective service delivery. Serve as point of contact with the Governor’s Office on exempt appointments and executive salaries. Act as primary contact for the CEA salary program and assistant Secretary for the California Citizens Compensation Commission. Provide high‑level management advice and determinations to the Governor’s Office and state executives. Collaborate with managers and stakeholders to resolve complex personnel management matters. Qualifications Experience guiding staff and stakeholders at all levels, interpreting personnel laws, and managing complex personnel matters. Demonstrated ability to build effective teams and apply project/program management techniques. Strong communication skills, both oral and written, effective at all organizational levels. Proven project and change‑management skills with ability to meet deadlines. Desired Qualifications Strong leadership experience managing and coaching teams of managers. Personnel management experience in a control agency or line department, familiarity with classification and pay principles, and Dills Act requirements. Change‑management, project‑management, and organizational skills to plan, implement, and track program outcomes. Ability to work under pressure, handle multiple priorities, and maintain confidentiality. Excellent customer service and stakeholder relationship building skills.
