To serve as an Air Force Sustainment Center (AFSC) level program analyst, evaluate issues, and develop recommendations to resolve substantive problems and issues of effectiveness and efficiency of workforce development programs within the Center and the three installations: Hill, Robins, & Tinker. Provides strategic vision, guidance, oversight, curriculum development and program sustainment for Center civilian workforce education, training and development programs, force support functional initiatives and human resources certification frameworks. Develops center-level policy for standardization of civilian force development subjects.

May have extended/other than normal duty hours

Military force development knowledge/experience is desirable.

Knowledge, Skills, and Abilities (KSA):

1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs and other related requirements.

2. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

3. Knowledge of missions, functions, goals, objectives, work practices, and education and training requirements pertinent to installation programs/organizations.

4. Knowledge of commonly used education and training methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute the Workforce Development mission.

5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of Workforce Development programs.

6. Ability to gather, assemble, and analyze data to prepare reports, develop alternatives, and make recommendations to resolve problems.

7. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

8. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
