We have an opening for the position of Control Systems Technician I/II/III in the Utilities Department/Wastewater. Responsibilities Under regular supervision (CST I), general supervision (CST II), or direction (CST III), performs a variety of skilled maintenance duties involved in the installation, repair, maintenance, and programming of instrumentation, electrical/electronic equipment, telemetry systems and equipment, and wiring in water and/or wastewater treatment plants, sewage lift stations, water distribution facilities, and hydro‑electric plants. Typical duties include: Skilled electrical work in maintenance, installation, and repair of electrical equipment and systems used in water and wastewater facilities. Testing, troubleshooting, locating, repairing, and performing preventive maintenance on industrial electrical systems, components, and devices. Bending and installing conduits, wires, pull boxes, lighting circuitry, fixtures, outlets, switches, relays, circuit breakers, power disconnects, panel boards, transfer switches, generators, motor control centers. Disconnecting electrical sources (up to 12 kV), using lockout/tag‑out procedures and adhering to OSHA requirements. Performing specialized electronic PLC testing and diagnosis on computerized control systems and instrumentation. Installing, maintaining, repairing, and calibrating instrumentation used in pumping, metering, and treatment, including telemetry links and supervisory control. Field maintenance of switches, panels, motors, generators, and related equipment. Calibrating pneumatic controls and instrumentation and maintaining calibration records. Performing preventive maintenance, testing for defects, and repairing worn or damaged wiring, outlets, and fixtures. Training operators on electrical portions of equipment. Programming SCADA systems, PLCs (Wonderware), and other control software. Specifying, programming, diagnosing, repairing, and tuning distributed control systems. Reviewing blueprints, working with engineers, recommending changes, designing systems, and planning electrical installations. Ordering parts, maintaining inventory, and repairing office information systems. Performing related duties as required. Distinguishing Characteristics Control Systems Technician I – Entry level; requires experience in electrical construction and repair, instrumentation knowledge, and a Grade 1 Plant Maintenance certification within 18 months. Control Systems Technician II – Journey level; requires advanced troubleshooting, PLC, telemetry, HMI programming, and a Grade 2 Plant Maintenance certification. Control Systems Technician III – Advanced journey level; requires superior maintenance, troubleshooting of PLCs and Wonderware programs, and a Grade 3 Plant Maintenance certification. Knowledge of Basic electricity and electronics theory and principles. Installation, maintenance, and repair of power devices, pumps, switching equipment, process control instrumentation, telemetry, and digital systems. Regional and national electrical codes and safety standards. SCADA, WAN, LAN, and telemetry systems. Cathodic protection and complex instrumentation. Customer service, record‐keeping, and cost estimating. Ability to Perform specialized electrical and electronic work. Install, maintain, repair, modify, and operate systems. Inspect, troubleshoot, and correct failures. Calibrate and test hazardous gas monitoring instruments. Evaluate new technologies and design new equipment. Program PLC and SCADA systems. Use tools and testing equipment safely. Interpret charts, gauges, schematics, blueprints, and technical manuals. Perform strenuous manual labor in hazardous conditions. Prepare cost and material estimates. Maintain records and write reports. Work cooperatively and communicate effectively. Appreciate cultural diversity. Education / Training Completion of twelfth grade plus college‑level coursework or trade school training in electrical, electronics, or instrumentation technology. A California Electrical Journeyman License is highly desirable. Experience Control Systems Technician I – Four years of electrical repair/maintenance experience in an industrial facility. Two years of experience may substitute for the required coursework. Licenses / Certificates Certification as Grade I Plant Maintenance issued by the CWEA. Valid California Driver’s License. Veterans’ Preference Served in the U.S. armed forces. Received an honorable discharge. Did not retire from military service. Seeking employment with the City of Escondido for the first time.
