Date Opened: Tuesday, July 07, 2026 12:00 AM Close Date: Tuesday, July 21, 2026 12:00 AM Department: Contracting and Procurement Department Salary: $81,226.00 - $116,762.90 Commensurate with Experience Summary Seeking a Procurement Officer to join the Construction, Architecture, Engineering, and Surveying Procurement Team responsible for leading the acquisition of planning, design, and construction capital projects as well as all other horizontal and vertical construction, maintenance, and repair for City Departments. The position reports to the Construction and AES Assistant Procurement Manager and provides senior‑level procurement and contracting expertise, consultation, and oversight of all acquisition activities related to construction and construction services for the City of Charlotte. Major Duties and Responsibilities Prepares and reviews Request for Qualification (RFQ) documents for AES professional services adhering to local, state, and federal requirements. Prepares and reviews Invitation to Bid (ITB) solicitation documents and packages for construction adhering to local, state, and federal requirements. Prepares and reviews Request for Proposals (RFP) solicitation documents and packages for operations and maintenance services adhering to local, state, and federal requirements. Assists the Construction and AES Assistant Procurement Manager in creating and maintaining procurement solicitation templates. Provides strategic consultation to facilitate procurement and contracting decisions, project planning, management services, technical specifications, and scope development for related projects. Performs all procurement efforts utilizing statutory guidelines, policies, procedures, and best business practices. Develops solicitation documents and facilitates informal and formal solicitation processes as required. Provides enterprise‑level leadership for complex solicitations and procurements. Provides senior‑level leadership on special project initiatives as assigned. Conducts research on legal issues and performs due diligence to develop a thorough understanding of project background, scopes, and requirements. Facilitates and coordinates pre‑submittal, pre‑bid, bid‑opening, evaluation meetings, and vendor interviews. Oversees stakeholder reviews of all documents prior to project advertisement or completion. Analyzes Statements of Qualification (SOQ) packages, forms evaluation committees, conducts evaluation meetings, and prepares selection memos based on committee recommendations. Develops and negotiates contractual documents, including complex enterprise‑wide or technical contracts. Analyzes bid documents and applies evaluation protocols to determine appropriate basis of award in accordance with North Carolina General Statutes, City policies, and other applicable requirements. Conducts debriefing meetings with unsuccessful vendors or bidders. Identifies potential risks and collaborates with City Legal, Risk Management, Internal Audit, and stakeholders to mitigate risk. Represents the City in dispute resolutions and maintains contractual relationships with vendors, contractors, service providers, subcontractors, and consultants. Reviews vendor‑proposed terms and conditions to ensure compliance with City standards during contract development, renewal, amendment, or change order. Prepares City Council agenda items for formal projects and recommends awards for informal projects. Maintains project tracking information in applicable databases and develops project schedules. Acts as liaison between Contracting and Procurement and the Project Management team to facilitate communication and reporting for on‑time project completion. Applies new or creative procurement efforts such as e‑procurement and cooperative purchasing to keep the City at best‑practice frontiers. Performs cycle‑time reporting, records management, and compliance with policies, procedures, and system requirements. Interfaces with the Charlotte Business Inclusion Program to ensure participation of small businesses in contracting opportunities and supports outreach activities. Performs special projects and additional duties as assigned or required. Knowledge, Skills & Abilities In‑depth knowledge and hands‑on experience with solicitation and procurement of construction and AES, including project management, contract drafting, negotiation, execution, management, and grant requirements. Ability to prioritize and manage complex or highly technical procurements, including citywide or cross‑departmental projects. Ability to lead and facilitate special project teams and manage competing priorities. Knowledge of local, state, federal, and cooperative procurement exemptions and contracting methodologies. Highly motivated professional able to work independently across multiple procurement disciplines in partnership with all levels of the organization. Preferred Qualifications Bachelor’s Degree and three to five years of related experience. Candidates with prior purchasing experience with a government entity and/or services and technology specific purchasing experience. Candidates with strong understanding of contract development, negotiation, and management. Professional certification(s) such as CCM, CLGPO, CPM, CPPO, CPPB desired. Minimum Qualifications Associate’s Degree and five years of related experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.
