Senior Business Analyst

This position will support the New York State Information Technology Services (ITS) SLA Online Payments Project. The selected consultant will be responsible for preparing, conducting, and documenting requirements elicitation activities, identifying process improvement opportunities, enhancing user experience initiatives, and communicating business requirements to technical and business stakeholders. The consultant will serve as a key liaison between business teams and technology teams throughout the project lifecycle.

Responsibilities

• Participate with business stakeholders to understand business problems and define project objectives.
• Validate project scope and ensure alignment with business goals.
• Conduct requirements gathering sessions with stakeholders, SMEs, process owners, and end users.
• Document business, functional, non-functional, and interface requirements.
• Facilitate workshops, interviews, brainstorming sessions, and requirements review meetings.
• Translate business needs into clear and actionable requirements for technical teams.
• Develop solution requirements and support solution component design activities.
• Collaborate with architects, developers, testers, and business partners to analyze design alternatives and priorities.
• Establish and maintain requirements traceability throughout the project lifecycle.
• Manage requirement changes, scope, prioritization, and stakeholder approvals.
• Analyze and validate requirements for completeness, feasibility, and alignment with business objectives.
• Develop and present requirements using written documentation, process models, visual diagrams, and presentations.
• Partner with testing teams to support test planning, defect management, and requirements-based testing strategies.
• Mentor junior business analysts and promote business analysis best practices.
• Build strong relationships with stakeholders and participate through project closure.
• Report project status, risks, issues, and outstanding actions to project leadership.

Required/Preferred Skills

• 72 months of experience performing requirements gathering, business analysis, requirements documentation, system design, and implementation.
• 72 months of experience determining and documenting requirements using established software development methodologies.
• 72 months of experience facilitating stakeholder meetings, interviews, workshops, and other requirements elicitation techniques.
• 72 months of experience translating business needs, constraints, and interfaces into detailed business and technical requirements.
• 72 months of experience developing solution requirements, solution component designs, and non-functional requirements.
• 72 months of experience managing requirements scope, acceptance criteria, stakeholder commitments, and requirements communication.
• 72 months of experience performing requirements analysis and validation to ensure requirements are complete, feasible, verifiable, and aligned to business goals.
• 72 months of experience preparing and presenting requirements through verbal communication, written documentation, process models, and graphical representations.
• 12 months of experience supporting application testing, test planning, requirements-based testing, and defect tracking activities.
• Experience working on Online Payment or Financial Applications.
• Experience with Business Process Modeling and Process Improvement initiatives.
• Experience creating workflow diagrams, process maps, and user journey documentation.
• Experience leading requirements engineering and business analysis governance activities.
• Experience mentoring business analysts and facilitating stakeholder consensus.
• Experience using MIRO collaboration tools.
• Excellent written, verbal, and presentation skills.
