With apartment buildings throughout King County, we believe everyone deserves a safe home and the opportunity to thrive. That’s why we provide long‑term housing paired with on‑site services that promote stability, health, and community. Our culture is rooted in dignity, respect, and shared responsibility: we practice hospitality, communicate with care, and collaborate across differences. We value lived experience, cultural responsiveness, and approaches grounded in harm reduction, trauma‑informed practice, and resident choice. We seek people who are committed to safety, learning, and continuous improvement — and who bring steady, values‑aligned service in moments that are complex or high‑stress. About This Role The Director of Talent Development (HR Director) leads the organization’s integrated talent lifecycle—unifying Talent Acquisition, Workforce Planning, and Learning & Development under one leader to shift HR from a reactive department into a proactive, strategic driver of organizational growth. Managing a workforce of 400+ staff, this role ensures the organization has the right people in the right roles at the right time to deliver exceptional permanent supportive housing services. By building scalable learning systems and optimizing recruitment across diverse functions (including Finance, Real Estate, Services, and Operations), the Director creates clear career pathways and leadership pipelines. Grounded in data‑driven workforce strategies, this leader ensures all talent initiatives are deeply aligned with the organization’s core values of dignity, equity, and belonging, while embedding trauma‑informed practices, compliance training, and continuous capability building across the entire employee lifecycle. Primary Responsibilities Strategic Talent Strategy & Workforce Planning Partner with CHRO and executive leadership to forecast talent needs tied to housing expansion, grant funding cycles, and program growth. Design and execute a comprehensive talent management framework that integrates workforce forecasting, succession planning, and internal mobility pathways. Align strategies with core organizational needs, building scalable leadership pipelines and ensuring long‑term workforce stability. Develop job architecture and career ladders for management and technical tracks across housing operations, resident services, and administration. Establish talent metrics and dashboards tracking recruitment effectiveness, time‑to‑fill, retention of high‑potential employees, and leadership pipeline readiness. Talent Acquisition Leadership Oversee full‑cycle recruitment strategy for diverse, high‑volume hiring across all organizational portfolios and business units. Strategic talent leader with proven success building scalable recruitment and learning systems in mission‑driven organizations. Deep understanding of adult learning principles, instructional design, and trauma‑informed training practices. Data‑driven decision maker who uses talent metrics to demonstrate organizational impact and ROI. Learning & Development Ecosystem Provide strategic direction to Learning & Development Manager for comprehensive training programs including leadership development, employee capability and skill building, and interdepartmental training. Oversee design and delivery of scalable learning experiences and systems (in‑person, virtual, e‑learning) that build organizational capability and employee engagement. Ensure all staff receive comprehensive onboarding, ongoing skill development, and career path training aligned with role mastery and mission impact. Embed organizational values, equity principles, and trauma‑informed practices across all learning content and facilitation. Leadership & Performance Development Partner with department leaders to identify high‑potential talent and create individualized leadership development plans. Design and implement management training including coaching, performance management, conflict resolution, and inclusive leadership practices. Facilitate succession planning to ensure bench strength for critical roles across housing operations and resident services. Collaborate with Culture & Impact team to integrate belonging and psychological safety into leadership development curricula. Technology & Continuous Improvement Oversee talent management technology including applicant tracking systems, learning management systems (LMS), and talent analytics platforms. Drive continuous improvement in recruitment processes, learning effectiveness, and talent outcomes through data analysis and feedback loops. Partner across People Operations to ensure seamless integration between recruitment, onboarding, HRIS data flows, and employee development systems. Knowledge, Skills & Attributes Builds trust and works respectfully with people from many backgrounds and lived experiences, contributing to safe, welcoming housing communities where residents experience dignity, choice, and belonging. Uses self‑awareness and humility to communicate effectively across differences, adapt approach, and treat people with fairness and respect.
