The Community Services Division (CSD) partners with local governments and community organizations to promote individual and family self-sufficiency, address the causes and effects of crime and violence, and invest in community facilities. The Office of Firearm Safety and Violence Prevention (OFSVP), and Community Safety Unit (collectively OFSVP/CSU) partners with federal, state and local criminal justice and public health agencies, community organizations and leaders, and individual community members to reduce and address the impact of crime and violence, facilitating the availability of opportunities and resources in communities statewide. OFSVP was created by the Legislature in 2020 to provide statewide leadership, coordination, and technical assistance to promote effective state and local efforts to reduce preventable injuries and deaths from firearm violence. Under the supervision of the OFSVP Portfolio Manager and in coordination with the Executive Director, Assistant Managing Director, and the OFSVP-CSU management team, the Program Manager serves as the lead for the federal Department of Justice programs assigned to OFSVP including The Community-Based Violence Intervention and Prevention Initiative (CVIPI) , and The State Crisis Intervention Program (SCIP) , Washington’s Byrne SCIP allocation. Commerce is the State Administering Agency for Washington’s allocation of SCIP funds. Within the OFSVP-CSU team Program Manager functions as one of the specialists in Department of Justice grant administration. The position deals with complex and conflicting issues and/or portfolio management and provides specialized expertise in areas such as contract negotiation and/or execution, and establishing policies, procedures, guidelines, technical assistance, and monitoring compliance for timely and compliant application for and disbursal of federal funds. Duties Program Administration Tasks include: Engage in deliberate program design and implementation in compliance with federal and state requirements, and with an intent to reach and serve organizations and residents in historically marginalized communities, low-income populations and/or Tribes. Incorporate principles of cultural competency into grant and program development work such as ensuring grant requirements are culturally appropriate and meaningfully address services in marginalized communities. Prepare written reports, analyses, resources, and publications as required by state and federal rules, law and policies. Develop policies and procedures, contract and legal document templates, work methods, and information systems, to ensure procedural, programmatic and legal standards, including federal requirements, are met and the state’s interests will be protected in the administration of federal programs assigned to OFSVP. Coordinate with the OFSVP Portfolio Manager in program planning, budget development, and development and implementation of federal programs assigned to OFSVP. Communicate and coordinate with external stakeholders including SCIP and CVIPI advisory group members, federal program administrators, community partners, legal system partners and victims’ service providers and advocates, on matters related to program planning and development, contract development and administration and fiscal accountability. Provide technical assistance and training to grantees and community partners, monitoring compliance and accuracy of data, as well as management and oversight of the full program. Develop applications to the federal government and/or request for proposals. Evaluate applications, convene and facilitate application review teams as needed, and make funding recommendations to the OFSVP Portfolio Manager and Executive Director. Develop grant statements of work or work plans. Prepare and review final contract documents. Monitor grants to ensure achievement of program goals and objectives. Develop and implement training and/or technical assistance plans. Keep OFSVP Portfolio Manager apprised of compliance issues. Identify compliance risks for reporting and take appropriate corrective action. Provides complex technical assistance to grantees regarding compliance, service performance, and risk assessment. Prepare site visit and desk monitoring reports and documentation of technical assistance provided. Lead the development of a Statewide SCIP and CVIPI Strategy. Support the establishment and convening of a SCIP Advisory Board and CVIPI Advisory Subcommittee. Support the expansion and creation of programming in unserved and underserved communities through subawards. Budget Management Tasks include: Manage the negotiations, development and monitoring of accreditation and project budgets in coordination with department budget and accounting staff. Maintain compliant and accurate financial documentation and tracking systems. Review and approve vouchers for payment. Implement established systems to document expenditures. Reconcile assigned grant budgets on a monthly basis. Use established systems to track administrative budget expenditures, develop funding formulas and allocations, and track and reconcile grant spending. Use established administrative structures, procedures, and practices to track expenditures by grantee, funding source, and service activity, as appropriate and consistent with federal requirements. Qualifications Required Position Qualifications: Seven (7) years of combined experience and/or education as described below: Any combination of seven (7) total years of experience. This could be gained by a combination of relevant education beyond high school equivalency and/or professional-level experience in community or victims’ advocacy, stakeholder engagement, project management, and/or support of community or public safety programs, or in a related field. Experience must include two or more of the following areas: Providing technical assistance to others. Developing and/or delivering training using a variety of methods. Managing and/or monitoring programs, projects, and/or contracts. Developing, maintaining, and updating program policies, procedures, guidelines, objectives, and/or programmatic-related forms. Working with and understanding the principles and best practices in community or victims’ advocacy, stakeholder engagement, project management, and/or support of community or public safety programs, or in a related field. High-level interpersonal communication skills, attention to detail, and clear oral and written communication ability. Education involves study in community or victims’ advocacy, project management, and/or support of community or public safety, or related field. Examples of how to qualify: 7 years of experience 6 years of experience and one year of education 5 years of experience and two years of education 4 years of experience and three years of education 3 years of experience and four years of education 2 years of experience and five years of education 1 year of experience and six years of education Preferred/Desired Qualifications: Experience with federal grant or contract writing or management. Lived or professional experience within the victims’ services, law enforcement or criminal legal system. Lived or professional experience within victims’ services, law enforcement or criminal legal system. or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system may substitute for two years of professional experience. Experience can be gained through life events, volunteer role/capacity, any experience gained outside of professional paid and unpaid experience, academic or a combination of experiences.
