Position Overview Seeking a Senior Oracle SQL Data Analyst with strong experience developing, maintaining, and optimizing Oracle SQL and PL/SQL solutions for operational reporting, research, executive decision-making, legislative reporting, and strategic initiatives. This role focuses heavily on working directly with large, normalized Oracle transactional databases to extract, validate, analyze, automate, and maintain operational data solutions. This is not a traditional Business Intelligence or dashboard development role. The ideal candidate will have strong hands-on experience writing SQL from scratch, understanding complex database relationships, analyzing business requirements, and developing efficient SQL solutions without relying on pre-built datasets or semantic models.

Key Responsibilities

• Develop, maintain, optimize, and troubleshoot complex Oracle SQL and PL/SQL programs.
• Write advanced SQL queries from scratch against large, normalized Oracle transactional databases.
• Analyze business requirements and identify appropriate database tables, relationships, joins, and business rules needed to solve complex reporting and analytical needs.
• Extract, validate, transform, and analyze operational data for: Executive reporting, Research initiatives, Grants reporting, Legislative reporting, Operational performance metrics.
• Develop automated SQL processes, scheduled database jobs, and recurring data refresh processes.
• Troubleshoot SQL scripts, database jobs, data issues, and reporting discrepancies.
• Perform data validation and quality checks to ensure accuracy and reliability.
• Create efficient, reusable, scalable, and well-documented SQL code.
• Support recurring operational reports, KPIs, and strategic reporting initiatives.
• Collaborate with business users and stakeholders to gather requirements and translate business needs into SQL-based solutions.
• Communicate analytical findings and data insights to technical and non-technical audiences.
• Support Tableau dashboards and other data visualization initiatives as needed.

Required Skills & Experience

• Strong hands-on experience with Oracle SQL development.
• Advanced SQL query development experience including: Complex joins, Subqueries, Common table expressions (CTEs), Aggregations, Data transformations, Performance optimization.
• Experience working with normalized Oracle transactional databases.
• Ability to independently analyze database structures and identify relationships between tables.
• Experience developing SQL solutions without relying on pre-built reporting datasets.
• Strong experience with: Data extraction, Data validation, Data analysis, Data quality troubleshooting, Operational reporting.
• Experience creating automated SQL processes and scheduled jobs.
• Strong problem-solving and analytical skills.
• Ability to translate business requirements into technical database solutions.

Preferred Skills

• Oracle PL/SQL programming experience.
• Experience supporting government, education, or large enterprise reporting environments.
• Experience with: Tableau, Data visualization tools, KPI reporting, Executive dashboards.
• Experience supporting legislative or compliance reporting.
• Experience documenting SQL processes and technical solutions.
