Summary This position, located at the Oklahoma City VA Health Care System, Environmental Management Service (EMS), serves as an Administrative Officer, and is responsible to direct and coordinate the administrative, operational/planning activities internal and external to the Service, oversees the budget, and conduct comprehensive staffing/organizational analyses of environmental management with final authority resting with the Chief or Assistant Chief, EMS. Responsibilities Major duties of this position include: Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, as well as drafting disciplinary and adverse actions, special leave requests, performance and incentive awards and other employee and labor relations issues Reviews, analyzes and interprets incoming/outgoing correspondence for determination of accuracy of information, proper composition, proper format and whether such correspondence conforms to current VA policies, instructions, regulations as well as the viewpoint of the Chief/Assistant Chief and other management Maintains confidentiality of all office matters and executes discretion in the release of all information Administers space and equipment programs specific to EMS requirements Attends meetings as alternate/designee for the Chief or Assistant Chief of EMS to provide continuity, obtain information and provide feedback as well as to assure seamless operation of the program or services Assists to resolve patient complaints through investigative techniques, prepares congressional correspondence, facilitates corrective actions, patient satisfaction efforts and enhances public relation activities Work Schedule: Monday-Friday, 8:00am - 4:30pm Virtual: This is not a virtual position. A pre-placement physical examination is not required. The work is primarily sedentary, although some slight physical effort may be required. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration, knowledge of pertinent laws, regulations, policies, and precedents which affect administrative operations; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skilled in conducting detailed analyses of complex functions and work processes as well as interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; knowledge of and skill in applying special budgetary principles and practices peculiar to the Department of Veterans Affairs and particularly Environmental Management Service; detailed knowledge of the structures of appropriation accounts, object classes, and line items of the organization's program and administrative budget to identify and cross check the agreement, accuracy, and completeness of budget estimates submitted by Environmental Management Service; skilled in oral and written communication to effectively interact with officials of all levels to include Environmental Management Service, the PENTAD, VISN and VACO; and the ability to prepare analytical compliance reporting and other written documents which present the facts, issues, recommendations, analysis, and actions...OR, Education: Applicants may substitute education for the required experience.
