Position Summary:
The Associate Director leads Project HOPE's strategic expansion into non-USG funding channels while providing higher-level oversight of the proposal development cycle across the full PDU portfolio. This dual mandate encompasses driving aggressive growth with major foundations, philanthropies, European bilateral donors, the EU, and multilateral institutions, alongside unit-wide accountability for the health, efficiency, and conversion rate of the opportunity pipeline from identification through award. Serving as the PDU's principal partnership architect, the Associate Director structures consortia, framework agreements, and co-financing arrangements while ensuring the overall proposal development process operates at the pace and quality required to meet Project HOPE's growth targets. In this capacity, s/he functions as the unit's primary technical design authority for high-value proposals and concept notes targeting non-USG donors, and collaborates closely with the CFT, GIK/Supply Chain, GOF, Legal, and Communications teams. The Associate Director also provides proposal development support to the Humanitarian Initiatives and Emergency Response teams in natural disaster and complex emergency contexts, and co-leads USG-funded opportunities during high season and for multi-regional central mechanisms. Additionally, s/he spearheads PDU's innovative financing initiatives, including engagement with impact investors, the Development Finance Corporation (DFC), and co-financing arrangements.
Principal Responsibilities:
- Donor Diversification & Revenue Growth
- Diversification of Project HOPE's funding base with a primary focus on major foundations, philanthropies, and bilateral donors.
- Cultivate relationships with key European bilateral donors: GIZ/BMZ, FCDO, Sida, Norad, SDC, AFD, DGIS, and others in collaboration with Project HOPE's local and regional affiliates (e.g., Project HOPE Polska).
- Track EU funding cycles (DG INTPA, Horizon, DG ECHO, NDICI-Global Europe) and position Project HOPE for framework contracts, service contracts, and grant calls.
- Develop and execute engagement strategies for Global Fund, Gavi, UNITAID, WHO, UNICEF, and other multilateral agencies.
- Develop a targeted engagement strategy for the top global health foundations, managing letters of inquiry, concept notes, and full proposals in foundation-specific formats.
- Navigate complex multilateral procurement modalities including prequalification systems, roster registrations, and expression of interest processes.
- Build relationships with EU Delegations in priority countries and Brussels-based donor representatives and other major foundations/philanthropies.
- Higher-Level Oversight & Management of the Proposal Cycle
- Provide unit-wide oversight of the proposal pipeline, tracking all active submissions across donor types and geographies to ensure deadlines, quality standards, and compliance are met.
- Work jointly with the Associate Director (Strategy & Innovation) to maintain proposal quality assurance standards, including coordinating Red Team/Pink Team review schedules across the portfolio.
- Monitor pipeline conversion rates, proposal turnaround times, and win/loss data; identify bottlenecks and drive process improvements.
- Ensure proposal production capacity scales with pipeline volume through smart resource allocation, template standardization, and AI-assisted drafting workflows.
- Maintain the consolidated pipeline tracker and brief the AVP weekly on pipeline health, upcoming deadlines, and resource needs.
- Partnership Architecture & Consortium Development
- Identify, vet, and negotiate consortium partnerships with international and local organizations across all donor channels.
- Draft and negotiate MOUs, teaming agreements, and sub-award arrangements for multi-partner proposals.
- Position Project HOPE for consortium leadership in major proposals.
- Build and maintain a strategic partner database with organizational profiles, past performance, geographic capabilities, and donor preferences.
- Identify cross-sectoral partnerships with private sector entities for co-funded health programming.
- Cross-Functional Support & Donor Intelligence
- Train and mentor team members on non-USG procurement processes, EU/PRAG compliance, Global Fund applications, and foundation grant-making cycles.
- Lead donor intelligence sharing sessions; track policy developments, funding replenishments, and strategy shifts across all non-USG donor categories.
- Support any Tier 1 opportunity across the portfolio with partnership structuring and donor engagement expertise regardless of geography.
- Coordinate with Finance/Grants team on non-USG cost proposal standards, co-financing models, and multi-currency budgeting.
- Other duties as assigned.
Minimum Qualifications:
Master's degree in international development, public health, European studies, business, or related field.
10+ years in USG and non-USG business development with demonstrated success across multilateral, bilateral, EU, or foundation funding.
Proven experience managing end-to-end proposal pipelines and improving proposal cycle efficiency at an organizational level.
Working knowledge of EU procurement (PRAG), Global Fund application processes, and foundation grant-making cycles.
Established relationships with major non-USG donor agencies or foundations.
Experience structuring complex multi-partner consortia and framework agreements.
Strong organizational and project management skills with ability to track multiple concurrent proposals across diverse formats and deadlines.
Field-level global health program implementation experience is desirable.
Fluency in English is required; additional French, Spanish, or German proficiency is a plus.

Work environment: Typical office environment with exposure to a minimal noise level. Emergency deployments may be in resource-deprived environments with austere living conditions. Travel for extended periods may be by air and/or other modes of transportation. While international travel is not a regular part of every job, programmatic needs may require it intermittently. Project HOPE employees may be required to travel or work in countries where working conditions are classified as "hardship."
The salary range for this role is $105-120K annually. Compensation for the role is dependent on several factors including a candidate's qualifications, skills, and experience.
