Job Description and Duties

Under the direction of the Public Information Offer II, the Information Officer I (Specialist) serves as the Information Officer for the California Rural Health Transformation Program (CalRHT). The Information Officer I (Specialist) performs professional and technical public and external affairs duties to advance public understanding and inform interested parties about the CalRHT program. This position requires the incumbent to develop written and visual materials such as talking points, presentation slides, infographics, social media content, news releases, web copy, marketing materials, executive speeches, and other informational materials; respond to inquiries from the news media, the general public, and other interested parties; distribute content to target audiences, including news media, rural health stakeholders, and other interested parties .

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for  Personal Leave Program 2025 (PLP 2025) hours each month. HCAI supports a hybrid telework schedule for many positions, consistent with operational requirements. T elework schedules are only available for CA residents.  The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

1. Describe your experience turning complicated information into easy-to-understand speeches, talking points, presentation slides, press releases or other materials. Answers should address as many of these items as you have performed.

2. In your experience, what communication and outreach methods work best to capture attention in today’s media landscape?

3. Provide examples of the type of public communications campaigns you have performed.

4. Describe your experience contributing to communication planning, coordinating messages across teams, and copy editing for clarity and accuracy.

• 2 years experience producing professional written and visual communication materials, including but not limited to, talking points, social media and website content, press releases, and presentation slides.
• 2 years experience in preparing, producing, and distributing information using major communication media.
• 2 years experience in copy editing and/or editorial quality control for grammar, clarity, Americans with Disabilities Act (ADA) accessibility, and plain language.
• 1 year experience organizing and implementing a public information or external affairs program.
• 1 year experience serving as a spokesperson and engaging with the news media.
• 1 year experience in use of the Associated Press Style Guide.
• Experience in leading a work group or team.
• Excellent written and verbal communication skills.
• Ability to meet deadlines.
• Ability to work under pressure and perform multiple tasks with accuracy.
