Lead Program Specialist Project ManagerThe Lead Program Specialist Project Manager designs and oversees lead hazard reduction and healthy homes construction projects for the City of Burlington. The Project Manager oversees all aspects of projects and contractor performance to ensure compliance with project specifications, grant requirements, and applicable regulations. All lead activities are completed following the Vermont Regulations for Lead Control and HUD's Guidelines for the Evaluation and Control of Lead Hazards in Housing (rev. 2012). Union Affiliation: American Federation of State County and Municipal Employees (AFSCME) Pay Grade 17: $33.79 - $37.68 Hourly Remote Tier 3: Up to two (2) days remote/weekEssential Job FunctionsProject ManagementSchedule and oversee lead hazard reduction and healthy homes intervention projects to meet aggressive quarterly benchmarksCommunicate with property owners, tenants, and consultants about lead hazard control projects and healthy homes interventions;Schedule projects based on Burlington Lead Program priorities. Work closely with the Vermont Department of Health to expedite work on properties occupied by lead poisoned children.Identify healthy homes hazards and design interventions to protect occupants from a range of health and safety hazards found in homes.Coordinates the bidding process and review cost estimates.Conduct scheduling of all stages of projects.Assist in the relocation of tenants and the preparation of relocation documentsAssist property owners in the selection of qualified contractors.Provide oversight of all work performed by contractors in accordance to the scope of work, HUD and Department of Health regulations.Monitor and track project budgets, change orders and invoicing.Project DesignSchedule, coordinate and over-see lead-based paint inspections and risk assessments at eligible properties. Monitor testing consultants and laboratories to ensure compliance with HUD protocols.Conduct on-site lead-based paint risk assessments, healthy homes assessments through visual examination and interviews with property owners and occupants.Analyze the results of lead-based paint inspections and sampling reports. Ensure analytical accuracy of samples collected. Make recommendations to occupants regarding immediate hazards.Review inspection reports for accuracy.Develop project specifications and scopes of work for lead hazard reduction and healthy homes interventions.Report risk assessments and specifications information to property owners.Review project specifications and project financing with property owner.Work with the State Historic Preservation Office and/or a historic preservation consultant to ensure that project details retain historic features at eligible properties. Submit projects to SHPO for review.Outreach and EducationConduct lead assessments in homes as requested by Burlington and Winooski residents. Provide one-on-one education regarding potential lead hazards, lead safe cleaning methods and lead safe work practices.Provide technical assistance to property owners, property managers and contractors regarding their legal obligations and lead safe work practices.Work with Code Enforcement to ensure landlord compliance with the Vermont Lead Law. Provide technical assistance to other programs and City Staff.Work with health professionals to develop and update informational materials on the hazards of lead.Complete outreach and recruit property owners and tenants to participate in the Burlington Lead Program.Maintain relationships with lead program participants, contractors and consultants.Non-Essential Job Functions:Performs other duties as required.Qualifications/Basic Job RequirementsAbility to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.Bachelor's degree in a related scientific/environmental field or equivalent training.At least one year of experience in an environmental, scientific or construction field.Vermont Lead Risk Assessor License is required or must meet the qualifications to obtain one through the Department of Health within 3 months.Ability to obtain a Vermont Lead Supervisor License within 3 monthsAbility to obtain a Vermont Renovation Repair, Painting and Maintenance Supervisor License within 3 monthsAbility to obtain a Vermont Inspection Repair and Cleaning (IRC) License within 3 months.Knowledge of government procurement, reporting, permit process, and federal programs preferred.Experience in specification writing and preparation of bid and contract documents.Knowledge of the hazards of lead, hazard reduction and abatement techniques preferred.Willingness and ability to obtain Healthy Homes Practitioner training.Proficiency in knowledge of Windows-based software including, but not limited to word processing, spreadsheet, database programs and specification development or construction management software preferred.Ability to work independently and to budget time and work load.Strong attention to detail and ability to work on numerous projects at once and keep them moving forward.Demonstrated ability to conform to regulatory and program detail.Ability to communicate effectively, both in writing and orally.Must obtain and maintain a valid driver's license.Regular attendance is necessary and is essential to meeting the expectations of the job functions.Ability to understand and comply with City standards, safety rules and personnel policies.Additional InformationPromoting a culture that reveres diversity and equity.The City of Burlington is proud to be an equal opportunity employer, and we are strongly committed to creating a dynamic and equitable work-force that mirrors the population and world that we serve.
