Job Description Summary
The purpose of this job is to ensure the City of Columbia's regulatory compliance with North American Electric Reliability Corporation (NERC) standards, Federal Energy Regulatory Commission (FERC) requirements, and related state and federal regulations. Develops metrics, monitors performance, and creates action plans to meet those regulations. Develops mitigation and post-event corrective action plans for any compliance exceptions. Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description

- Identifies, develops, and modifies compliance procedures, business practices, and protocols to maintain compliance with NERC and SERC reliability corporation, reliability standards associated with transmission infrastructure.
- Coordinates and submits SERC and NERC compliance self-certification responses, violations, and associated mitigation plans. Leads and coordinates internal NERC compliance audits/data requests.
- Controls and completes time-sensitive emergency actions.
- Provides operator training and continuing education for NERC-certified system operators, IT specialists, and other employees. Leads operators through yearly drills and trainings.
- Performs physical and electronic asset checks and related documentation.
- Builds, develops, and leads team to meet NERC/SERC requirements. Works closely with Asset Managers to collaborate on reliability obligations in project contracts and Bulk Electric System requirements.
- Participates in industry workshops, conferences, exercises, and professional development trainings.
- Develops and delivers technical training.
- Regular attendance is a necessary and essential function.
- Performs other duties as assigned.

- Position has limited fiscal responsibility.
- May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor the work unit or program/promotional-level budget and expenditures.
- Associate's degree or 2 years of college in a related field; bachelor's degree preferred.
- 3-5 years' experience in electrical system operations.
- Valid driver's license.
- Balancing, Interchange, and Transmission Operator (BITO) or Reliability Authority (RA) NERC Certified System Operator (NCSO) Certification required within one (1) year of hire.
- Relevant laws and regulations pertaining to NERC Compliance.
- Common business software applications, such as Microsoft Office.
- General office practices and administrative procedures, records management, and administration techniques and procedures.
- Communicating verbally and in writing to meet the needs of the audience.
- Developing and maintaining effective working relationships.
- Organizing and managing time effectively.
- Interpreting and developing regulatory legal documents.
- Maintaining attention to detail.
- Developing and delivering technical training.

- This position involves occasional exposure to unpleasant environmental conditions and/or hazards and outside work.
- Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
