This position will be based in our Administrative & Fiscal Services (AFS) division. In this role, the incumbent will be responsible for high level financial management and accounting work for our agency of approximately 1,700 employees over 50 locations throughout the State of Minnesota. Lead the single audit and submission of the agency’s Schedule Expenses of Federal Awards (SEFA) and annual reporting reports (ACFR) processes on behalf of the agency. Develop useful, insightful reporting for all division and units with the agency related to SEFA and ACFR deliverables. Function as the agency expert in the development of financial reporting so that accurate current, historical, and projection information is available to agency management. Design and maintain the financial operations of the agency in a manner that ensures appropriate financial budget systems, policies and procedures are in place to support successful achievement of established goals and objectives while maintaining compliance with industry guidelines (United States Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB), legislative intent, and good business practices). This position assists with administering extensive accounting and technically complex systems including Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management (SEMA4), and the fiscal Internal Audit (IA) and Oracle Business Intelligence Enterprise Edition (OBIEE) warehouses. This includes, but is not limited to, in collaboration with the Budget Director developing procedures and policies related to state and federal financial reporting in compliance with best practices and legal standards. This position also may assist in providing back-up services to the Financial Planning and Analysis business unit which requires extensive accounting and technical system knowledge of complex systems. This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Minimum Qualifications One (1) year* experience in accounting, financial reporting , or government accounting Bachelor's degree in accounting, financial management, grant management, business, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitute for eighteen (18) months of experience Applicants that meet the above minimum qualification will be further evaluated on the following: Experience with creating and interpreting the Annual Comprehensive Financial Reporting (ACFR) and Schedule of Expenditures of Federal Awards (SEFA) on the single audit report. Experience with creating and interpreting complex fiscal records and reports, recognized reporting problems and their effects as they relate to federal laws, state statutes and department polices. Experience in creating a variety of financial statements and reports and applying Generally Accepted Accounting Practices (GAAP) to reporting. Communication skills to establish and maintain effective working relationships with all levels of staff at the agency, to provide great customer service. Ability to lead periodic review, evaluation, and assessment of reporting activities. Ability to adjust and respond to situations as they occur with minimal direction. Preferred Qualifications Bachelor’s degree or higher in accounting, financial management, grant management, business, or other Knowledge of generally accepted accounting principles (GAAP) and experience applying them in state or federal financial reporting. Experience in financial reporting, working within Statewide integrated financial tools (SWIFT) or other complex state accounting systems. Experience in process improvement, internal controls, and compliance with state/federal fiscal policies. Experience in working with financial statements and auditors in the government sector.
