SECURITY OFFICER

Summary

You will serve as a Security Officer in the Security and Fire Office (1120), Executive Support Staff (1100) of NORFOLK NAVAL SHIPYARD.

Duties

Help

• You will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
• You will manage integration and enhancement of the following activities: physical security/anti-terrorism; information and industrial security; operation security; nuclear refueling/defueling security; and technical security.
• You will review programming documents received from higher headquarters to determine effect on mission.
• You will coordinate with the NAVSEA and U.S. Fleet Forces Command (FFC) to assure proper balance consistent with requirements and available resources.
• You will advise of capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision by higher headquarters.
• You will plan, direct, and control the allocation and utilization of all authorized resources for execution of the security mission
• You will execute and monitor resource utilization and in-house and contractual expenditures.
• You will provide oversight of all facets of security functions that fall under the purview of NNSY.
• You will administer the program for classification, declassification and downgrading of classified information; prepares classification guides.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
• You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience directing the development, implementation, and management of an integrated Security and Fire Program with personnel and facilities located within Area of Responsibility.
• Experience developing, implementing, and enforcing comprehensive and integrated security & fire policies and systems to ensure physical, information, industrial, personnel, operations, nuclear refueling, fire and life safety and in the defense against terrorism and insider threat.
• Experience evaluating the fitness of individuals for security clearances and maintaining a work environment conductive to the attainment of security and fire objectives.
• Experience in emergency preparedness and participation in emergency response to support emergency preparedness as responders in order to provide opportunities to be engaged in vital capability for the shipyard or command.
• Experience developing a comprehensive time-phased and cost effective program designed to meet mission requirements through evaluation of current projects, security and safety.
• Experience directing and controlling the allocation and utilization of all authorized resources for execution of the security mission.
• Experience developing, implementing, and directing complex, large-scale security programs including, creating new policies, modify existing techniques, and resolving critical security issues that are not addressable by standard methods.
• Experience performing the full scope of supervisory duties, including planning work, setting priorities, evaluating performance, and managing a large, multi-disciplinary team of security professionals.

This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. Certification required is: Physical Security Certification (PSC) and Security Fundamentals Professional Certificate (SFPC).
