ROLE: Treatment Plant Project Manager
The Treatment Plant Project Manager leads water and wastewater projects from preconstruction through closeout, including treatment plants, pump stations, CSO tanks, and other complex concrete and mechanical projects. This position oversees self-performed and subcontracted work and is responsible for delivering each project safely, on schedule, within budget, and in compliance with the contract documents.
The ideal candidate has hands-on experience managing cast-in-place concrete structures and process mechanical installations, understands how to build in and around operating facilities, and can coordinate a diverse team of field staff, subcontractors, suppliers, engineers, and owners to achieve the best results.
Essential Duties and Responsibilities:
- Provide direct supervision and maintain overall responsibility for the management of construction and quality control activities on treatment plant, pump station, CSO tank, and concrete/mechanical projects.
- Plan, sequence, and schedule construction to keep existing treatment facilities and pump stations in operation, including tie-ins, bypass pumping, shutdowns, and coordination with plant operations staff.
- Develop, maintain, and communicate the overall project CPM schedule to management, the project Superintendent, the Owner/Engineer, and subcontractors.
- Analyze impacts to the project schedule and negotiate schedule extensions with the Owner and their representatives.
- Determine needed resources (manpower, equipment, and materials) from start to finish with attention to budgetary limitations.
- Coordinate and manage project detailing requirements, including concrete lift drawings, reinforcing and embed details, metal fabrication detail drawings, and process mechanical and piping layout drawings, so materials can be purchased and delivered on time.
- Manage procurement and submittals for process equipment, pumps, valves, gates, and piping, and coordinate with manufacturers’ representatives.
- Oversee liquid-containing structure requirements, including water stop, joint sealants, leakage testing, and coatings.
- Coordinate equipment testing, startup, commissioning, and owner training with the Engineer, plant staff, and suppliers.
- Negotiate contracts, and manage subcontractor and supplier costs, submittals, RFIs, schedules, pay requests, change orders, and communications.
- Obtain permits and licensing.
- Attend and lead weekly progress meetings with the Owner.
- Prepare, finalize, and manage the monthly pay request with the Owner or their representative to ensure timely receipt of payment.
- Perform monthly labor and material budget analysis, and evaluate progress and prepare detailed reports.
- Ensure adherence to all health and safety standards, including confined space, excavation, and work in operating facilities.
- Manage project closeout, including as-built drawings, spare parts, and O&M manuals, and document substantial completion, final completion, and project warranty dates.
Required Qualifications:
- 5+ years of proven experience managing construction projects, with a track record of successful outcomes.
- Experience managing water or wastewater treatment plant, pump station, or CSO tank projects.
- Experience with self-performed cast-in-place concrete and process mechanical work.

- Ability to manage project scheduling and cost control, and to read and understand owner specifications and engineering drawings, including structural, mechanical, and process drawings.
- Proven leadership skills, with the ability to delegate work when needed.
- Excellent communication skills, with the ability to work effectively with owners, engineers, plant operations staff, and subcontractors.
Preferred Qualifications:
- Experience with equipment startup and commissioning on treatment facilities.
- Experience working in and around operating plants, including tie-ins, bypass pumping, and phased construction.
