Management Analyst

Summary

This position is located in the Safety Service Unit, Policy & Performance Directorate, Safety Analysis Group (AJI-3300). This Group provides data management, system development, and data science capabilities to support the risk-based decision-making process. It is also responsible for providing stakeholders with access to safety data, analysis, and information using specialized data collection tools, dashboards, advanced analytics, simulation, and modeling.

The Management Analyst applies knowledge of analytical and evaluative techniques to identify, assess, and develop programmatic data used to provide senior management with objectively based information for making decisions regarding emerging trends or risks in the National Airspace System (NAS). As a staff analyst, serves as a recognized subject matter expert in the analysis of management information requirements and development of program reporting systems. Provides leadership for highly complex and challenging activities under the minimal direction of the team manager. This work is critical to the development of a viable and secure infrastructure to identify, track, and monitor emerging trends or risk in the National Airspace System; and impacts directly on the objectives of one or more organizational units, major subdivisions, and/or ATO and often impacts on the objectives of the FAA.

As a principal specialist, the Analyst uses Business Intelligence (BI) products, such as spreadsheets, data visualization software and data mining tools to identify and develop data required for use in the management and direction of the risk based decision-making process. Develops new and innovative approaches, methodologies, and/or techniques to define and direct challenging projects/programs/activities. Retrieves, analyzes, and transforms data into actionable information to provide management with data-driven business insights to enhance decision making. Analyzes and identifies functional requirements for use in developing technical requirements to ensure successful project completion. Supports efforts to prepare for and to provide training and post implementation user support.

The Analyst leads large project teams in developing tools that support integration efforts. Applies experience analyzing and evaluating aviation industry automated data-collection programs, such as the Safety Management Tracking System (SMTS), and/or Web Intelligence, to aid in the development and integrate on of new innovative automated systems and reporting solutions. Applies experience analyzing statistical data to identify and validate trends and to develop reports based on findings. Performs predictive and prescriptive analysis to develop and recommend approaches to address current and anticipated problems and issues. Applies skill using technological media to create and analyze reports as well as to validate data.

Contacts are internal and external and include representatives from other ATO service units, program offices, stakeholders, planners and contractors. The Analyst often represents AJI as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approval of major reports and inquiries from the National Transportation Safety Board (NTSB), General Accountability Office (GAO), the Department of Transportation (DOT) and Congressional representatives. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, or FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

• Experience analyzing statistical data to identify and validate trends and developing reports based on findings.
• Experience analyzing and evaluating data collection applications to assist in the development and implementation of new automated systems and reporting solutions.
