The OPS GOC I position is an entry level position within the Employee Resources Office at the Florida Department of Health in Duval County. This position will report directly to the Employee Resources Director. This position will also provide support to our Workforce Development Coordinator, on an as needed basis. This position requires professionalism, integrity, flexibility, teamwork, computer skills, positive attitude, and a willingness to learn and grow. This position will be responsible for providing support services for the employee training program, support outreach initiatives, assist with all HR Tickets, and will work to further develop our department’s volunteer and intern services program. Work with the Employee Resources team in identifying strategies for greater employee recruitment, satisfaction, and retention efforts. This is a grant funded position and continued employment is contingent upon the availability of funding. This position is an in-office and field work position and must be available to work Monday through Friday from 8:00 am – 5:00pm.
Duties and Responsibilities to include:
- Assist with our Public Health Workforce Integration (PHWI) program which occurs every two weeks, and may include the following:
- Assist in the coordination of bi-weekly for new employees and once a month of interns and residents PHWI session.
- Maintain and update PHWI tracking tools, user access forms, and documentation logs.
- Prepare program materials including folders, agenda, tent cards, and promotional items; copy and order copies as needed.
- Print and activate employee badges and document new badges, as well as returned badges.
- Coordinate and complete Level II background screenings and drug screenings as per DOH policy.
- Set up the training room prior to PHWI and ensure it is cleaned/reset prior to and afterwards.
- Serve as PHWI backup facilitator in the absence of the lead trainer.
- Facilitate PHWI sessions as assigned, especially those tailored for interns, volunteers, fellows, and/or residents.
- Workforce Development:
- Assists in the coordination and delivery of workforce development and training initiatives, including scheduling, logistics, communication, and materials preparation.
- Provides logistical assistance for organizational consultation, coaching activities, mentoring opportunities, and leadership development sessions.
- Assist in embedding DOH-Duval’s vision, mission, and values into workforce initiatives through clear communication, thoughtful, and collaborative support.

- Create and manage TRAIN Florida accounts and assign required training plans/classes for new employees, volunteers, interns, fellows, contractors, and other designated individuals.
- Reset passwords
- Run reports upon request.
- Volunteer, Intern, and Contractor Program Support:
- Assist with development and expansion of the department’s volunteer, intern, and contractor programs.
- Engage in outreach efforts within Duval community to promote program and recruitment opportunities.
- Communicate with managers and supervisors to identify and place volunteers and interns in appropriate roles.
- Assist in facilitating PHWI.
- Assist with timesheet documentation and reporting as instructed.
- GROW and LEAD: Public Health Leadership Development Academy duties to include:
- Assist with updates, rebranding, and expansion of the program.
- Contribute to content development, coordination, scheduling, and participant communication.
- Ability to present content in an engaging and dynamic style.
- Help develop sustainable processes, tools, and strategies for long-term program success.
- Recruitment and Workforce Engagement:
- Maintain a visible and active presence across Jacksonville at job fairs, high school and university career events, community health events, and other public engagements to promote career pathways in public health.
- Support the development and delivery of the Summer Public Health Career Exploration program, including coordination with internal departments and facilitation of PHWI components.
- Assist in activity that introduce students and prospective workers to careers within the public health workforce.
- Coordinate recognition efforts for participants, volunteers, and workforce engagement initiatives.
- Office Support duties to include:
- Collaborate with the Employee Resources team to identify strategies that strengthen employee recruitment, satisfaction, and retention across DOH Duval.
- Contribute to special projects and cross-until efforts as assigned.
- Run weekly Dashboard reports, ensure data quality, and share results with the PHIG Program Evaluator in the Office of Performance Improvement.
- Learn and assist with FLHealthDesk HR functions as instructed.
- Support timesheet un-approvals as requested.
- Serve as receptionist for the suite, providing professional front-line customer service, answering calls, and receiving mail.
- Receive mail and answer phone calls.
- Ensure common areas such as the Everglades Conference Room are clean, organized, and ready for use.
- Performs other duties as assigned, including support for disaster or emergency response efforts.
- Completes other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge:
- Knowledge of workforce development concepts, employee engagement strategies, and basic human resource support functions.
- Knowledge of onboarding processes, training coordination practices, and public health workforce integration.
- Knowledge of professional ethics, confidentiality standards, and procedures related to background screenings and drug screenings.
- Knowledge of data tracking, documentation, and basic performance improvement reporting.
Skills:
- Logistical coordination skills for scheduling, event preparation, and managing program materials.
- Exceptional attention to detail and organizational abilities.
- Proficient computer skills, including navigating HR applications, TRAIN Florida,
- managing passwords, generating reports, and ability to create quality Excel spreadsheets.
- Effective written and verbal communication skills to facilitate training sessions, present information and collaborate with staff and community partners.
- Ability to develop and deliver engaging training content and support leadership development programming.
- Customer service skills for receptionist duties, and interacting with employees, visitors, clients, and providing professional front-line support.
- Outreach and networking skills to build relationships with schools, universities, and community organizations.

Qualifications:
Minimum:
- Must be willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also include in-state and/or out of state deployment.
- Must have a valid unrestricted driver’s license and reliable transportation.
- Must have proficient computer skills using a PC computer and Microsoft Word, Excel, Outlook, TEAMS, and PowerPoint.
- Must have experience speaking in front of large groups presenting material and/or teaching others in a workplace setting.
- Must be available to work Monday through Friday from 8:00 am to 5:00 pm, in office only.
- Must have at least one years’ experience in an administrative office, public health outreach, and/or work setting that can translate into this role.
