School-Based State Mathematics Coach (Education Program Specialist I)

LOCATION OF POSITION

Maryland Public Schools in Kent County and St. Mary's County *Selected Staff will be eligible for travel reimbursement in accordance with State of Maryland policies.* Main Purpose of Job The School Based State Mathematics Coach plays a critical role in improving K-8 mathematics instruction and outcomes by providing non-evaluative support through job-embedded instructional coaching grounded in the evidence-based mathematics instructional practices in alignment with high-quality instructional materials (HQIM). The coach strengthens teachers’ capacity to deliver systematic and visible math instruction aligned to grade level content standards. The coach supports the implementation of Maryland’s Comprehensive PreK-12 Math Policy by promoting coherent mathematics instruction across grade levels, strengthening Tier I mathematics instruction, and helping teachers internalize units and lessons aligned to evidence based practices. The coach advances the Maryland State Department of Education Strategic Plan, Pillar 3 by leading improvements in mathematics proficiency through recurring coaching cycles, targeted feedback, data-driven instructional decision making, and professional learning aligned to state mathematics priorities. Working collaboratively with teachers, school leaders, and district staff, the coach ensures that all students in K-8 receive consistent, research-aligned mathematics instruction that prepares them to meet grade level expectations and achieve long-term success.

POSITION DUTIES

Provide non-evaluative, job-embedded coaching to strengthen mathematics instruction aligned with Maryland’s Mathematics Policy. Support teachers in delivering systematic, mathematics instruction that guides students’ development of conceptual understanding and procedural fluency. Deliver professional learning aligned to evidence-based mathematics instruction and HQIM implementation. Model systematic mathematics instructional practices through co-teaching, lesson modeling, and elbow coaching. Conduct observations and walkthroughs and provide targeted, specific feedback. Support teachers in administering and interpreting standard aligned assessments to identify and implement appropriate interventions. Lead collaborative planning for unit and lesson internalization focused on math content. Document evidence of mathematics instruction implementation utilizing the MSDE tools. Engage in ongoing professional learning in mathematics research, instruction, and coaching. Collaborate with MSDE leadership, Regional Coordinator of Mathematics coaching, and state coaches to align mathematics initiatives across schools and regions.

MINIMUM QUALIFICATIONS

Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework in mathematics, STEM, education or a related area from an accredited college or university. Experience: Four years of administrative or teaching experience in or affiliated with mathematics programs in prekindergarten through 12 settings or related areas. Notes: Candidates may substitute a Bachelor's Degree with 7 years of the specified content experience to satisfy the Minimum Qualifications noted above. Notes: Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience. Notes: The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. Notes: The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services. Notes: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of teaching experience in a Kindergarten through 8th Grade Mathematics Education Program.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Kindergarten through 8th Grade mathematics programs and curriculum. Experience in teaching environments as an Instructional Coach, Mathematics Department Chair, or Administrator that supported Mathematics Instruction. Experience aligning Instruction to Maryland College and Career Ready Standards and Frameworks for Mathematics and Knowledge of college and career readiness pathways, standards, trends, regulations, policies, and issues related to mathematics and STEM fields of study. Experience implementing, monitoring, evaluating, and providing high quality and service level-based support and technical assistance for education programs including professional learning aligned to research-based math instructional practices. Experience collaborating with diverse communities and organizations for the purpose of implementing programs and strategies. and developing and delivering research based and best-in-class professional development programs.

SPECIAL REQUIREMENTS

Applicants must consent to State and FBI (CJIS) background check as a routine procedure for all employees. This position requires travel throughout the State of Maryland and throughout designated Counties to support teachers within individual school(s) and oversee the effective implementation of Mathematics initiatives.
