Business: Office of Public Guardian (OPG) Location: Birmingham Grade: HEO Contract Type: Permanent Minimum Hours: Full time 37 hours Organisational Overview The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005. OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection. Team Overview The Estates team sits within the Central Services Directorate and has teams in Nottingham and Birmingham. The OPG Estates and Health & Safety functions ensure the smooth operation of facilities management duties on a day‑to‑day basis at both sites. Role and Responsibilities This permanent role supports the delivery of OPG Facilities and Health & Safety deliverables. Key responsibilities include: Support the OPG Estates Lead in maintaining ongoing tenancy arrangements at all Midlands sites. Assist with the management of future accommodation needs following the redeveloping VSH site. Participate in the estate’s expansion programme and lead projects to support the estates strategy. Lead OPG’s role in the How We Work strand of the MoJ Story, offering staff more choice and flexibility over where and when they work. Coach and develop the OPG Facilities Management Team to deliver all facilities management functions. Ensure effective maintenance regimes, statutory testing, preventive maintenance programmes, cleaning, security and support services are delivered to agreed standards. Monitor the effectiveness of TFM services against Service Level Agreements. Ensure estates security breaches/near misses are dealt with promptly. Develop and implement targets and indicators, manage resources, and use ICT systems to support business requirements. Resolve contentious or sensitive issues in line with policy. Promote a culture of continuous improvement and excellent service delivery within the team. Health & Safety Embed and support the management of health and safety across OPG in line with regulations and OPG procedures. Ensure safe systems of work, monitor compliance, and take remedial action to improve performance. Deliver training, instruction, advice and guidance to all staff involved in health and safety. Travel between Nottingham and Birmingham sites as required.
