The incumbent will also be responsible for providing supervisory and technical guidance to staff working in the Mobile Home Park program (MHP) and may extent to other facilities programs not requiring a Food Protection certification. Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, process improvements, and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values. This employee works under the supervision of the Environmental Supervisor. Certain immunizations and TB testing may be required. This position ensures regulatory consistency and compliance with relevant Florida Administrative Codes (FAC) and Florida Statutes (FS). This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position reports to the Environmental Administrator - SES and works collaboratively with all members of the team In addition, the incumbent is responsible for the inspection of initial construction and final system approvals, conducting septic site evaluations or reviewing evaluation data for proper compliance with the regulations, issuance of permits and review of permit conditions to verify all requirements are provided. This position ensures regulatory compliance and is responsible for pursuing enforcement as needed to obtain compliance with program standards for sanitary nuisance complaints, contractor violations and delinquent annual operating permit renewals. The incumbent must be knowledgeable of the FAC and FS governing the Florida Department of Health’s Division of Environmental Public Health (EPH) regulatory functions and must possess advanced technical and analytical skills. The incumbent must have professional competency, supervisory experience, and be able to effectively motivate staff and monitor multiple program areas. This position is assigned to the Selected Exempt Service (SES) and includes a comprehensive employee benefit package at minimum cost to the employee. Plans, organizes and manages environmental health programs such as OSTDS and MHP as directed by FAC, FS, the EPH program manual, standard operating procedures, and the Environmental Public Health Administrator. Initiates enforcement of illegal activities, as applicable, which includes issuing legal notices to the public and working closely with the Legal department to resolve issues. Ensures inspections are completed and annual operating permits are maintained within established guidelines set by the FS, FAC, Environmental Public Health program manual, internal policies, and/or standard operating procedures Ensures complaint investigations are responded to within two working days after receipt and ensures applicable corrective action are taken. Maintains programmatic consistency as required by DOH’s policy and procedures in accordance with state and legislative updates. Uses professional research skills to review technical plans and drawings to establish the scope of work as required by the FAC to determine required actions on our part. Communicates with clients such as owners, contractors or engineers as applicable to obtain additional required information. Applies advanced math skills to perform calculations and apply results to design criteria. Performs quality assurance review of all inspection forms submitted by inspectors. Effectively mentors and develops staff and provides direction and programmatic education to staff to ensure compliance with existing rules and/or legislative or state changes. Provides programmatic education to local contractors through semiannual contractor meetings to ensure compliance with existing rules and/or legislative or state changes. Performs supervisory duties including recruitment and selection, assigning workloads, and performance management. Attends regional EPH consistency meetings when they are offered. Generates reports to ensure inspection requirement compliance and employee performance. Reviews Daily Activity Reports in accordance with DOH policies and EPH coding pamphlet for all positions he/she supervises Performs other related duties as required. Required Knowledge, Skills, and Abilities: Demonstrated skill in effectively mentoring and supervising staff. Knowledge of Florida Administrative Code and associated program memoranda. Ability to understand the basic functioning of a septic tank and drain field and all associated components such as pumps, pipes, and filters. Ability to visualize, calculate and understand differences in elevations based on field measurements (use a laser level). Ability to ensure statutory time requirements are met. Ability to be flexible and adapt to different scenarios. Demonstrated skill in effectively working with members of the public. Ability to collaborate with the County Building Department to facilitate the plan review process and other community partners. Advanced math skills and ability to interpret technical plans and engineered drawings as required in order to issue permits compliant with Florida Administrative Codes Ability to communicate with the public and create notices to the public and to regulated entities is needed. Ability to follow State guidance to conduct plan review of proposed construction and issue construction permits for the OSTDS program. Demonstrated skill in use of quality improvement methodologies to measure program effectiveness and improve program outcomes. Advanced computer skills, including use of Microsoft Office applications, to monitor and program activities, perform advanced calculations and track public notices. Ability to prepare and monitor budget in assigned programs. Ability to enforce regulatory compliance. Qualifications: Minimum: A Bachelor’s degree from an U.S. accredited college or university, with a minimum of 30 credit hours in a related science field (Environmental Health, Environmental Science or a Physical or Biological Science) is required in accordance with Florida Statutes § 381.0101(1) A valid driver’s license and reliable transportation. Ability to lift 50 pounds and be able to move freely around construction sites and undeveloped property in high heat and humid conditions. Certification in OSTDS is required by Florida Statute 381.0101 (64E‑18.003 FAC) within six (6) months of hire. Incumbent is expected to work beyond the normal work day in the event of a disaster or as needed. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters; or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Preferred: Experience with relevant regulation and permitting. Currently a Certified Environmental Health Professional in Onsite Sewage Treatment and Disposal Systems (OSTDS). Experience in the use of specialized field equipment relating to OSTDS, surveying, or soil evaluating.
