Summary This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. - Serves as a reviewer of data in a scientific specialty field to determine the safety and efficacy of blood and blood components.
- Works independently on reviews and leads reviews and evaluation of scientific data submitted to the Agency by industry regarding the manufacture of blood and blood components including Source Plasma.
- Reviews and evaluates the standard operating procedures, data, labels and test methods for support of Biologic License Applications (BLAs) and related supplements from manufacturers of blood/blood components and recommends regulatory decision.
- Conducts pre-license and preapproval inspections of blood establishments to support licensure and regulatory decisions for BLAs, and writes establishment inspection reports.
- Recommends ways to evaluate whether blood manufacturing activities meet regulatory requirements including inspection findings, manufacturing methods, and quality control testing.
- Provides expert knowledge and keeps abreast of new findings by reading literature and participating in professional meetings.
- Supports the development and planning of technical aspects of compliance for blood establishment inspections and provides guidance to field personnel in areas related to blood manufacturing.
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

- Knowledge of the FD&C Act combined with experience in either Current Good Manufacturing Practices (cGMP), or auditing products that the FDA regulates.
- Interpreting the statute, regulations, guidance, and other quality policies to assess compliance, quality, manufacturing performance, or quality management maturity.
- Product development, process development, scale-up, or commercial manufacturing.
