About Research and Analytics Division (RAD) RAD is DCWP's in-house data team, and one of the first municipal offices of its kind in the country. Data scientists, technologists, engineers, product managers, and PhD economists work directly with the agency's attorneys and investigators to speed up investigations and win relief for consumers and workers. RAD also supports the agency's research, policy analysis, and public reporting. DCWP's data scientists and economists helped pioneer the Minimum Pay Rate for delivery workers, which has resulted in over $2 billion in additional pay. RAD will grow to 36 staff by FY28. It's hiring now, and it's moving fast. The job Companies hold the data that shows whether they broke the law. RAD is hiring three Executive Directors to lead the teams that sifts the data, decodes it, and turns it into evidence that wins in court. You will lead teams of data scientists, technologists, and engineers who work alongside DCWP's investigators and attorneys to hold businesses accountable to consumers and workers. In your area, you'll be the most senior technical person and the one accountable for getting the work right. You'll report to the Division's Associate Commissioner and partner with senior leaders across DCWP. What you'll do Casework. You supervise the technologists and data scientists on consumer and worker protection investigations and litigation. You work with investigators and attorneys to identify the data a case needs, and with businesses' counsel and technical staff to get it. Then you analyze it to describe business practices, evaluate compliance, and calculate damages, and present the findings to attorneys, in settlement negotiations, and in court. Product. You decide what gets built. You work with attorneys, investigators, and case teams to gather requirements and design automated analytics products that assess business, consumer, and worker data for evidence of violations. You support users through deployment. Engineering. You lead the engineers who build those products, through design, testing, and iteration. Tech policy. Advise DCWP leadership on technology policy. Review laws and rules under consideration by the agency or the City Council to make sure they reflect how the technology works and can actually be enforced. Identify and push for new protections that have a strong technology component. Team Management: Hire, supervise, and develop your team. This position may be eligible for remote work for up to 2 days per week pursuant to the Flexible Work Pilot Program. ADMINISTRATIVE LABOR RELATIONS - 82994 Minimum Qualifications 1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or 2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or 3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above. Preferred Skills Technical management experience in enforcement, investigations and litigation, software development, or analytics Deep skills in data analysis, engineering, or product management Expertise in consumer or worker protection, or in emerging technologies and how to regulate them Familiarity with how City government and civil enforcement work A bias for action: you assess a situation, set the objective, build the plan, and carry it out 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
