Court Process Officer U31

Summary Objective The purpose of this position is to locate youth and adults to serve warrants, summonses, and other legal documents in the Louisville Metro area. Assists local law enforcement with direct supervision, care, and transportation of youth. This class works under general supervision, independently developing work methods and sequences. Essential Functions Answers phone calls, provides information, takes messages, and routes calls. Processes correspondence, court records and other documents. Prepares reports, compiles evidence should legal action be taken and testifies in court. Maintains security, order, and discipline to prevent disturbances and escapes and ensure the safety of juveniles, staff, and the community. Observes and searches juveniles and inspects and searches facilities as needed. Initiates contact with parents, legal guardian, and other agencies. Retains and destroys official court records according to established retention schedules, and processes records for archives. Locates sites and addresses on maps, and researches directories and other sources to obtain current address or location of individuals. Communicates with and explains the juvenile court and family court process and procedures to the public, and refers the public to other governmental agencies for services and assistance. Records date, time and initials on court process documents which have been served, notes why papers could not be served, and documents disturbances and significant occurrences. Apprehends and detains youth; operates motor vehicle to transport youth and adults to detention facilities, and children to residential facilities and hospitals; and escorts youth to court who have voluntarily surrendered. Operates two-way radio to transmit and receive codes, information, and messages. Enters demographic information and codes into the computer, updates and edits files, locates and retrieves information, generates routine daily reports, and corrects computer data entry errors. Compiles and files department records; completes and processes forms; maintains manual logs; duplicates and collates forms, reports, correspondence and other documents; and inventories and distributes forms and supplies. Plans, executes and inspects all aspects of the trip for the assurance of a safe and controlled travel environment. Responds immediately to all incidents or situations. Follows departmental security policies and procedures. Transports offenders, documentation, or materials between various locations. Maintains logs or records of transport activities. Escorts and accompanies offenders within the facilities, courthouses or during meetings. Prepares, maintains, reviews, and processes various reports and documentation such as booking documents, transport logs or court documents. Provides offender care by maintaining the cleanliness and safety of holding areas and transport vehicles. Communicates with correctional facilities, jails, and other law enforcement agencies where offenders are being housed, giving instructions for their departure and approximate time of arrival. Follows established procedures and protocols during offender transport including maintaining a secure environment. Reviews, handles, distributes, and verifies all related travel and court documents including offender identification. Uses restraining devices for the security and transport of offenders. Counsels and observes offenders as appropriate to maintain a stable environment and detect unusual or prohibited behavior that could be a threat. Contacts Federal, State, and local police agencies and sheriff offices. Transports juveniles to court, hospital, or other facilities and service locations. Performs related work as assigned. Minimum Education and Experience Requirements High School Graduation or GED equivalent. One (1) year of criminal justice, security, court records processing, inspection or investigation, social service, customer service or clerical experience or an equivalent combination of education, training and experience. Other Minimum Requirements Must be a US Citizen. Must be a minimum of 21 years of age. Applicants and employees in positions which perform job duties that may require contact with offenders in the custody or supervision of the Department of Juvenile Justice or with youth in the car, custody or supervision of Youth Development must meet qualifications pursuant to the Federal Prison Rape Elimination Act, 28 CFR 115.317, to include periodic post-employment criminal background checks. An applicant may be disqualified for multiple misdemeanors, an unacceptable criminal record, or multiple traffic violations. Must not have been convicted of a felony or have any criminal action pending against them. Applicants who have illegally bought, sold, or trafficked, as defined in KRS 218A.010 and KRS 218A.1431, controlled substances other than marijuana within six years of application will be disqualified. Applicants who have illegally sold marijuana, including medicinal cannabis within one year of application will be disqualified. Applicants who have illegally bought, possessed, or used marijuana, including medicinal cannabis, within six (6) months of application will be disqualified. Applicants who have used an illegal controlled substance other than marijuana within the last six years of application will be disqualified. Applicants who have used a prescription-controlled substance without a prescription on a single occasion within the last six years of application will be disqualified for one year since the last use without a prescription. Applicants who have used a prescription-controlled substance without a prescription more than once within the last six years of application will be disqualified. Must submit to pre-employment and random drug screenings. Must complete all required pre-employment screenings, including medical examination, stress test, physical, psychological, and polygraph evaluations. Must participate in the Louisville Metro Corrections Academy recruit training programs and successfully complete all suitability examinations administered through the Louisville Metro Academy. Annual tuberculosis screening is required. Must be vaccinated for hepatitis B, provide proof if immunity, or sign a declination form within ten (10) days of employment. Must complete a minimum of 40 hours of annual in-service training. Must be eligible for certification as a State Peace Officer. Must be willing to work a flexible and varied schedule. Use of security equipment is required. Must possess and maintain a valid state driver's license with satisfactory driving record. Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Lifts and carries items weighing up to 50 pounds. Travels to various state locations frequently. Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime.
