Summary

This position is located at Bureau of the Fiscal Service, Office of the Deputy Commissioner, Chief Operating Officer, Office of the Deputy Chief Financial Officer, Financial Management Division. As a budget analyst you will serve on a budget team responsible for budget formulation, justification, presentation, and execution for assigned program areas, accounts, projects, or budget activities

Duties

Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Perform budget analysis for assigned program areas, including budget formulation, justification, presentation, execution, monitoring, and reporting.
  • Provide advice, guidance, analysis, recommendations, and technical support to management officials and program staff for budget planning and decision-making.
  • Plan, develop, organize, and implement budget projections, spend plans, and forecasts for assigned program areas.
  • Review and analyze estimates and supporting materials submitted by program offices.
  • Coordinate assigned budget data calls and prepare recommended responses to internal management, departmental, OMB, Congressional, or other external budget inquiries, as assigned.

  • All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Obtain and use a government-issued charge card for business-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Specialized Experience for the GS-12 , you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:

- Formulating a budget to address needs of a customer or organization; AND

- Performing detailed review and analysis of budget information; AND

- Preparing and presenting budget justifications and findings to senior management.

Specialized Experience for the GS-11 , you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as:

-Assisting in the execution or formulation of a budget to address needs of a customer or organization AND

- Performing review and analysis of budget information.

OR -

You may substitute education for general or specialized experience as follows: - Ph.D. or equivalent doctoral degree, OR -

3 full years of progressively higher-level graduate education leading to such a degree,

OR - LL.M., if related

OR You may qualify by a combination of experience and education.

To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience for the GS-09 , you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as:

- Assisting with reviews and analysis of budget information AND

- Experience identifying and analyzing budget or accounting related issues; AND

- Entering data in an automated accounting system

OR You may substitute education for specialized experience as follows: - Master's or equivalent graduate degree,

OR - Two-full years of progressively higher-level graduate education leading to such a degree,

OR - LL.B. or J.D., if related.

OR You may qualify by a combination of experience and education.

To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience for the GS-07 , you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position is defined as:

- Reviewing budget or accounting requests from a program area or customer; AND

- Gathering, organizing, and analyzing data for reports.

OR You may substitute education for specialized experience as follows: -

One full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) or superior academic achievement.

(A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies).

A copy of transcript or list of college courses designating semester or quarter hours earned is required. OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-11, you must have been at the GS-09 level for 52 weeks.

For the GS-09, you must have been at the GS-07 level for 52 weeks.

For the GS-07, you must have been at the GS-05 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must haveserved at least three months in that appointment.
