Position Summary This examination is being given to fill 1 vacancy in the Respiratory Care Department of San Joaquin General Hospital and to establish an eligible list to fill future vacancies. Typical Duties Set up and operate respiratory equipment and apparatus as prescribed by a physician. Operate blood gas analysis equipment and report results. Make rounds to check and adjust respiratory therapy equipment on standby; clean, assemble, maintain, and repair equipment as needed. Set up and maintain long‑term ventilators. Perform screening pulmonary function tests. Assist cardiac arrest team by supplying oxygen, performing CPR or artificial respiration, or securing and maintaining respiration equipment. Read patients' charts and verify transcribed orders against the physician's orders. Act as lead worker; assist in scheduling staff, adjusting assignments based on census and staff availability; review the work of others and provide training as assigned. Minimum Qualifications Experience: One year of experience as a respiratory care practitioner. Licenses/Certificates: Possession of a valid Respiratory Care Practitioner license issued by the State of California Respiratory Care Board. Knowledge Current principles, methods, and techniques of respiratory therapy; chemistry of gases used in respiratory therapy and their effect on the human body; care and operation of equipment used in respiratory therapy. Ability Administer a variety of skilled respiratory therapy treatments; maintain and perform minor repairs to respiratory therapy equipment and adjust it to individual patient needs; keep records and prepare reports; follow oral and written instructions; establish and maintain effective working relationships with patients, physicians, co‑workers, and others; train and lead others. Physical and Mental Requirements Mobility: frequent operation of a keyboard, standing for long periods, walking, pushing or pulling, bending or squatting, occasional sitting, operating heavy equipment, running, and stair climbing. Lifting: frequent lifting of 5–30 lbs.; occasional lifting of 30–70 lbs.; restraining and lifting or turning heavy objects or people. Visual: use of overall vision, color perception, eye/hand coordination and depth perception; frequent reading or close-up work. Dexterity: frequent holding, reaching, grasping, repetitive motion, and writing. Hearing: normal speech and radio or telephone communication. Emotional: public contact, concentration, exposure to emergency situations, trauma, grief, decision making, weekend or night work; occasional exposure to hazardous materials and overtime. Environmental: noise, dust, smoke, fumes, poor ventilation, indoor temperature extremes, and hazardous materials. Employee may purchase additional term life insurance at the group rate. 125 Flexible Benefits Plan: Voluntary program that allows employees to use pre‑tax dollars for health‑related expenses not covered by a medical, dental, or vision plan (Health Flexible Spending Account $2,550 annual limit with a $500 carry‑over) and for dependent care costs ($5,000 annual limit). Retirement Plan: Covered by the County Retirement Law of 1937. Information at sjcera.org. Deferred Compensation: Under Section 457 of the IRS code. Annual contribution: $22,500 or 100% of includible compensation, whichever is less. Individuals age 50 or older may contribute up to $30,000. Vacation: Maximum earned vacation: 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years. Holidays: 14 paid holidays each year. Sick Leave: 12 working days annually with unlimited accumulation. Bereavement Leave: 3 days of paid leave for the death of a qualifying family member; 2 additional days of accrued leave for death of spouse, domestic partner, parent, or child. Merit Salary Increase: Starting salary based on the first step of the range. After 52 weeks on each step, eligible for merit increase to the next step. Job Sharing: Employees may agree to a job share subject to approval. Educational Reimbursement: Up to $850 per fiscal year for career‑related course work; up to $800 per semester for a maximum of $1,600 per fiscal year for approved four‑year college or university programs. Parking Supplemental Downtown Stockton: County contributes up to $20 per pay period for parking. School Activities: Up to 40 hours per year, not more than 8 hours per month, to participate in children’s school activities. Selection Procedures Written Exam: Multiple‑choice format. If administered alone, it accounts for 100% of the overall score. Candidates must achieve a minimum rating of 70% to be placed on the eligible list. Oral Exam: Structured interview assessing education, training, and experience; may include a practical exercise. Not a hiring interview. A panel of up to four people determines the score and rank for placement on the eligible list. Candidates must achieve a minimum rating of 70% to be placed on the eligible list. Written & Oral Exam: If both are administered, the written exam is weighted 60% and the oral exam 40%. Candidates must achieve a minimum rating of 70% on each exam to be placed on the eligible list. Rate‑out: Examination that involves paper rating of the application based on education, training, and experience. Candidates will not be scheduled for the rate‑out process. The rating of 70 may refer to an arithmetic 70% of the total possible points. Veterans Points: Eligible veterans, unmarried widows and widowers of veterans who served during wartime receive 5 points; disabled veterans receive 10 points. Eligible Lists: Candidates who pass the examination are placed on an eligible list effective for nine months, extendable up to three years. Certification/Referral: Names from the eligible list are referred by rank. Top ranks are referred for hiring interviews; the number of names referred depends on the number of positions and the specific recruitment rules. Physical Exam: Some classifications require a physical examination. Final appointment cannot be made until the eligible has passed the physical examination. The County pays for the exam. Pre‑Employment Drug Screening: Some classifications require a successful drug screen. Final appointment cannot be made until the eligible has passed. The County pays for the initial test. Employment of Relatives: Applicants who are relatives within the third degree of relationship may not be appointed, promoted, transferred, or appointed to supervise the other if certain conditions apply.
