Job Summary Join Our Team and Grow Your Career Across Levels I, II, and III. Position Title: Planning Analyst I/II/III (Recruitment Title). Official Classification: Community Development Analyst. Key Responsibilities Review and analyze entitlement applications and policy development related to community development projects. Process planning permits for various uses, including event venues, RV parks, and short‑term rentals. Collaborate with external agencies on projects such as highway wildlife crossings, sage grouse conservation, and water management initiatives. Update the Housing Element and Regional Transportation Plan as required. Communicate with the public, write detailed reports, and offer well‑supported recommendations. Work in a collaborative, team‑based environment and uphold ethical standards in all processes. Ideal Candidate The ideal candidate is a clear communicator and thoughtful problem‑solver who brings strong analytical skills and sound judgment to entitlement reviews and policy development. They are comfortable engaging with the public, writing detailed reports, offering well‑supported recommendations, and working in a collaborative and team‑based environment. A balance of critical thinking, tact, humor, and professionalism helps create a positive, informed, and community‑focused planning process. Experience and Education Levels I/II Must have a bachelor’s degree (or four‑year college) in planning or a closely related field. Experience equivalent to a planning technician or permit technician with a government agency may substitute for required education on a year‑for‑year basis. A certificate in planning, permit technician certification (ICBO), a graduate degree, or a professional certificate in a related field is desirable. For Level II, a minimum of one year of experience equivalent to that of a Community Development Analyst I or an Assistant Planner. Level III Two years of increasingly responsible experience equivalent to that of a Community Development Analyst II or an Associate Planner, including management of major projects or initiatives.
