Workforce Analyst Salary Range: 108,762.00 - 134,577.00 Closing Date: 5/22/2026 Job Summary The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel. The purpose of the CAO HR Office is to provide personnel services to the Office of the Chief Administrative Officer (CAO), targeted programs to the Congressional community, and confidential counseling services and ADA assistance to Members. The HR Immediate Office is responsible for providing strategic human capital guidance and an array of human resource programs to CAO employees and applicants. This position serves as the Workforce Analyst. Key responsibilities include planning, leading, and carrying out broad workforce planning analyses and activities to ensure organization goals and objectives are met and holding the primary responsibility for monitoring, projecting, and optimizing the personnel budget to ensure compliance with House Appropriations and alignment with the CAO strategic plan. Major Duties Coordinates and participates in a full range of workforce analysis activities to ensure organization goals and objectives are met; activities may include, but are not limited to, needs analysis, staffing models, compensation structures, turnover or attrition analysis, forecasting, position descriptions, and/or other activities aimed at improving workforce decision making. Collaborates with business unit stakeholders and HR representatives to understand business functions and transform data into relevant solutions aligned to key strategic objectives. Evaluates the results of job analysis activities to ensure the organization is appropriately structured to allow for required mix and distribution of the workforce in terms of competencies, pay bands, and occupations to ensure proper position management and the correct balance of supervisory and non-supervisory positions. Maintains version control of position descriptions for all staff positions that are managed by the CAO including CAO, BCDR, GGCAP, HRCCC, and Transition Aides. Develops recommendations to modify or implement new processes regarding the management and accessibility of positions descriptions to all hiring managers. Maintains updated organizational charts for both current and future views of positions across all CAO entities. Monitors personnel expenditures and staffing levels across the CAO by reviewing all personnel packages. Develops and maintains a personnel database which tracks the total authorized positions across the CAO; establishes and maintains the security and confidentiality of all record keeping. Formulates and executes the annual budget request for Personnel including CAO, BCDR, GGCAP, HRCCC, and Transition Aides. Coordinates with several budget points of contact (BPOC) across the CAO and conducts quarterly reviews in collaboration with the CAO Budget Office. Monitors, projects, and optimizes the CAO personnel budget to ensure compliance with House Appropriations and alignment with the CAO strategic plan. Pulls and manipulates data to identify and provide useful data products and analysis that assist with decision making and/or recommended changes. Manages workforce data stored in various Dashboards from several software systems such as Hyperion and Microstrategy. Develops recommendations to modify or implement new processes regarding the management of workforce data. Assists in the development of management level analysis. Actively communicates trends, risks, threats, and other significant issues that may create opportunities for or risks to organizational objectives. Assists with the development, implementation, and monitoring of a CAO succession planning program. Develops recommendations to modify or implement new workforce programs, policies, and procedures. Continuously evaluates the CAO’s strategic operational plans for human capital requirements. Plans, manages, monitors, and oversees projects, programs, and/or other initiatives from inception to completion. Develops and/or facilitates specialized trainings, workshops, and/or orientations as needed. Performs other official duties and special projects as assigned Minimum Qualifications Bachelor's Degree in economics, business, finance, human resources, industrial and organizational development/psychology, or a related discipline required. Minimum of 5 years of extensive experience in accounting, finance, federal budget, or related experience. Minimum 3 years of experience in one or more areas including organizational design and development, human capital systems design and consulting, occupational/job analysis, organizational assessments, workforce surveys, and program evaluation. Preferred Qualifications Minimum of 3 years of progressive project management experience. Minimum 3 years in data visualization and analytics. Knowledge of office systems/software (PeopleSoft, Hyperion, Microstrategy, Click-Up, OrgChart Enterprise, and/or Lawson). Knowledge, Skill, and Ability (KSA) and Competency Requirements Demonstrated experience and understanding of compliance with all existing laws and historical precedents relating to appropriated funds. Knowledge of office systems/software (PeopleSoft, Hyperion, Microstrategy, Click-Up, and/or Lawson). Business acumen and skill in coordination, strategic planning, customer strategies, organizational design, change management, business process re-engineering, best practices/benchmarking, risk assessment and management, performance and satisfaction measurement, and financial management practices. Ability to analyze information and effectively pull, manipulate, manage, and present data from multiple sources. Ability to manage highly confidential and sensitive information appropriately, ensuring data protection and confidentiality. Knowledge of and ability to apply strategic communication methods and principles. Knowledge of training, facilitation, and presentation principles.
