Supervising Financial Analyst – Port Authority of NY & NJ, New York, NY. The Office of Financial Planning (OFP) ensures that business transactions and investment decisions are thoroughly analyzed and structured, that the impacts of financial transactions and decisions are understood, and that investments are prioritized so the Port Authority's sound financial position and credit quality is maintained and its capital is deployed to meet the critical transportation needs of the region. OFP also manages the Integrated Financial Model (IFM) for the Port Authority, the agency's comprehensive ten-year financial forecast used to determine the available financial capital for its capital investment agenda. Under the supervision of the Assistant Director, the Supervising Financial Analyst will partner as a financial advisor to the Aviation Department to review and assess ongoing and future business transactions as discussed below. Financial Transaction Specialist The Supervising Financial Analyst will maximize the value of agency (Aviation) business transactions and projects—including lease agreements, capital spending, and general business transactions—by validating underlying assumptions, conducting quantitative analysis, identifying key risks, and evaluating creditworthiness. The Analyst must be comfortable assessing lease and contract terms, reviewing financial models, critically assessing key business terms, and communicating them. On behalf of the CFO, the Analyst will make recommendations and lead the day‑to‑day internal review and concurrence protocols for related capital, transaction, and lease authorizations. Aviation Forecasting Partner The Analyst will provide financial advisory to the Aviation Department through the analysis and diligence of long‑range financial forecasts (LRF) of core operating business models to be incorporated into the agency's Integrated Financial Model. This includes staying abreast of relevant industry fundamentals and business drivers, understanding and monitoring key revenue sources, evaluating the revenue impact of internal and external policy developments, and tracking capital and operating resource requirements necessary to deliver on the department missions. The focus will be on assessing the material impact of departmental LRF quarterly updates, especially as they pertain to capital capacity and the budget, and on an in-depth understanding of the implications and methodology of forecasting processes. Financial Analysis Supervision (Aviation) For the Aviation Department, the Analyst will help lead review/diligence of proposed business transactions and long‑term financial forecasts while supervising and performance managing one core financial analyst. The Analyst will also periodically supervise and train Leadership Fellows and college interns retained to support OFP's coverage of the Aviation line of business. QUALIFICATIONS Bachelor's degree from an accredited college or university with a focus on Finance, Business, Economics, Public Administration, or a related field. Five to seven years of experience assisting in structuring and reviewing complex financial transactions with a focus on public infrastructure. Minimum of one year of project management or supervisory experience. DESIRED Master's Degree in Finance, Business, Economics, Public Administration, or a related field. Experience with the Port Authority's financial, operating, and capital budgeting and accounting and reporting structure and systems, or similar processes at similar sized or larger agencies or companies. Detailed understanding of financial structures, including public finance, public‑private partnerships, construction contracts, valuation, and lease agreements, and the ability to construct financial models underpinning the key terms of these transactions. Strong oral and written presentation skills and the ability to interact effectively with Port Authority staff at all levels.
