Primary Purpose of Position
The primary purpose of this position is to serve as a senior legal paraprofessional and business operations lead for the Division of Legal Affairs, Risk and Compliance (DLARC), performing substantive legal support work for the Office of Legal Affairs (OLA) while administering the division's records, financial, and operational functions and providing executive-level support to the Vice Chancellor for Legal Affairs, Risk and Compliance and General Counsel. The position performs legal paraprofessional work of substantial complexity under the general direction of the General Counsel or designee. This includes conducting independent legal and factual research and analysis; drafting substantive legal documents, correspondence, and memoranda; assisting in the preparation and management of actual and potential litigation; administering the division's contract intake, review tracking, and execution processes; and coordinating with outside counsel and the North Carolina Attorney General's Office on matters handled on behalf of the University. Work requires independent judgment in the identification of legal issues, the organization of case and matter files, and the escalation of time-sensitive or high-exposure matters to the appropriate attorney. The position serves as the University's primary public records officer, with responsibility for the intake, tracking, and fulfillment of public records requests in compliance with Chapter 132 of the North Carolina General Statutes. This includes coordinating record searches across University units, conducting privilege and confidentiality review, applying statutory exemptions and preparing redactions in consultation with OLA attorneys, monitoring statutory and internal response deadlines, and maintaining the division's records in accordance with the applicable State retention and disposition schedules. The position further administers litigation holds and maintains confidential legal and investigative files, ensuring the accuracy, security, and defensibility of the division's records. The position administers the financial and business operations of the division, including preparing and monitoring divisional budgets across multiple funding sources, reconciling expenditures, processing purchases and travel, and administering lease and vendor agreements in coordination with the Office of Budget and Planning and other campus units. The position compiles budget reports and analyses, monitors expenditures against divisional objectives, and identifies variances and compliance concerns for the Vice Chancellor's attention. The position also provides executive support to the Vice Chancellor, managing a complex calendar, coordinating high-level meetings and special events, arranging travel, preparing agendas and briefing materials, and drafting correspondence with a high degree of independence and discretion. The position serves as administrative support to the N.C. A&T Board of Trustees' Risk Management and Audit Committee, coordinates divisional human resources actions on behalf of the Vice Chancellor, and serves as the division's Emergency Action Plan Coordinator and SECC representative. Given the nature of the work, the position requires exceptional judgment, discretion, and attention to detail, and the ability to manage concurrent legal, records, and financial matters under statutory and court-imposed deadlines in a high-volume, high-visibility environment. This position is essential to the division's legal service delivery, its statutory records compliance posture, and its operational continuity. Primary Function of Organizational Unit
The Division of Legal Affairs, Risk, and Compliance supports North Carolina A&T's academic mission and strategic plan by working collaboratively with institutional and external partners to ensure an understanding of and adherence to the university's ethical, legal, and regulatory responsibilities. The Division of Legal Affairs, Risk and Compliance (DLARC) consists of the Office of Legal Affairs (OLA), the Office of Compliance and Enterprise Risk Management, and the Title IX Office OLA provides comprehensive legal advice and assistance to the N.C. A&T Board of Trustees, the Chancellor, the other senior administrators of the University, and through them, the University's faculty and staff, only on legal matters involving or affecting the institution. OLA advises the University on the legal implications of proposed policies and actions and on compliance with state and federal laws, regulations, and UNC policies. OLA drafts and reviews University contracts and other legal documents and is also available to provide educational services, including training programs on legal and policy matters, for any University constituency. OLA is responsible for selecting, engaging, and supervising any outside counsel engaged by the institution and coordinates all litigation conducted by the North Carolina Attorney General's Office on behalf of the University. No attorneys other than those in the Office of Legal Affairs, outside counsel engaged by OLA, or the NC Attorney General's Office are authorized to provide legal advice to the University. Bachelor's degree in paralegal studies, legal studies, public administration, business administration, or a related discipline from an appropriately accredited institution, and three years of progressively responsible experience in a legal, compliance, or public sector administrative environment; or an equivalent combination of education and experience. Preferred Years Experience, Skills, Training, Education
Bachelor's degree in paralegal studies or legal studies, or a paralegal certificate from an ABA-approved or appropriately accredited program, and five years of progressively responsible experience in a legal, compliance, or public sector administrative environment. Preference will also be given to candidates with experience administering public records requests under a state public records statute; experience with contract administration, litigation support, or coordination with outside counsel; experience in a higher education or public sector legal office; and current certification through NALA, NFPA, or a comparable paralegal credentialing body.
