Dimondale, Michigan Project Manager #1060452 Job Description This position is for a Senior Project Manager (PM3) to assist our Project Management Office supporting the Michigan Department of Treasury with a multi‑year high priority project. As part of the DTMB Enterprise Portfolio Management Office (EPMO), you will work closely with DTMB Agency Services technical teams and agency executives/stakeholders to deliver various projects for the Michigan Department of Treasury. The candidate must be comfortable working in a fast‑paced, multi‑vendor deployment supporting a hybrid workforce (combination of on‑site and remote work) at all levels of the organization. Applicants should possess exceptional communication and follow‑up skills along with significant experience in formal IT project management. This position requires the PM to work in person for two days a week and remotely for three days. Basic Duties Utilize our Project Portfolio Management Tool (Clarity) to prepare project schedules, assign resources, and manage budgets. Prepare information and presentations for various audiences including executives, managers, and project team members. Monitor, control, and communicate project progress by actively managing cost, schedule, scope, resources, quality, and risks. Engage in clear, timely, and accurate communication with stakeholders, particularly project sponsors, team members, program managers, and MGCB/DTMB management. Provide leadership and foster collaborative participation between technical and business teams, obtaining consensus and commitment. Develop and maintain key SUITE Project Management Methodology deliverables throughout the project lifecycle: Project Charter, Project Schedule, Project Budget, Communication Plan, Project Status Report, Risk and Issue Management Plans, Change Requests, and Project Closedown Summary. Manage interfaces and communications with other agencies. Ensure the project adheres to the SUITE PMM and System Engineering Methodology (SEM) and follows appropriate transitions through stages and phases. Facilitate and enforce the Change Management process when scope, schedule, or budget deviates, ensuring all Change Requests have appropriate approval before action or updates. Create project Corrective Action Plans (CAP) when necessary for projects in yellow or red status. Understand project benefits and the impact of change requests on business cases, ensuring related artifacts are updated. Review vendor contracts to actively manage vendor deliverables and adherence to approval procedures. Facilitate stakeholder interactions by clarifying expectations and ensuring all deliverables are assigned, reviewed, and completed. Qualifications In‑depth knowledge of IT project management, including industry standards and best practices – Required 7 years. Proven record of delivering projects on time and on budget in a formal project manager role – Required 7 years. Experience establishing and maintaining project budgets, schedules, change requests, risk and issue logs – Required 7 years. Experience developing and delivering project status reports – Required 7 years. Experience using project portfolio management systems such as Clarity – Required 5 years. Advanced working knowledge of MS Project – Required 5 years. Experience handling a variety of stakeholders and system owners across departments – Required 5 years. Oversee technical teams with system architecture and integration across SaaS solutions – Required 5 years. Experience providing project management services for IT projects involving COTS technology – Required 5 years. Experience managing a multi‑vendor environment in a government setting – Required 5 years. Developed and maintained detailed project integration schedules – Required 5 years. Prior developer/senior technical project management experience – Required 5 years. Scrum Master certification – Required 5 years. Experience with System Security Plans (SSP) – Required 5 years. Experience with Plan of Action and Milestones (POAM) – Required 5 years. Possession of a PMP certification – Highly desired 3 years.
