Tenacity is seeking a full-time Contract Manager in Fort Benning, GA. Employment under this position is contingent upon Tenacity Solutions' successful award of the contract.

Responsibilities:

The Contract Manager is responsible for the overall day-to-day management and performance of Business Operations Support Services supporting Fort Benning, Georgia. Responsibilities include

• Manage and oversee daily contract operations, personnel, schedules, work assignments, and customer support activities.
• Serve as the Contractor’s primary operational interface with the Contracting Officer (KO), Contracting Officer’s Representative (COR), and Fort Benning leadership.
• Have full authority to act for the Contractor on matters relating to daily contract operations and ensure an alternate Contract Manager is available when required.
• Ensure adequate staffing and resources are maintained to accomplish all PWS requirements during the required hours of operation.
• Coordinate and oversee support for Annual Work Plan (AWP) development, including work planning, execution tracking, resource requirements, funding analysis, and leadership reporting.
• Oversee the collection, review, reconciliation, analysis, and reporting of work management and sustainment funding data within GFEBS.
• Ensure accurate and timely tracking of work orders, projects, funding, transactions, and related data supporting installation planning, programming, budgeting, and execution.
• Monitor ePRISMS and BUILDER Sustainment Management System activities to ensure real property, facility, equipment, condition assessment, floor plan, and space utilization data are accurate, current, and auditable.
• Oversee Information Technology accountability activities, including tracking Government IT assets, software, system points of contact, reporting requirements, due-outs, and eMASS artifacts.
• Establish and maintain effective quality control processes and ensure compliance with the Contractor’s Quality Control Plan (QCP), PWS performance requirements, and Government quality assurance requirements.
• Review contract deliverables, reports, data products, and other work products for accuracy, completeness, timeliness, and compliance before submission to the Government.
• Coordinate preparation of monthly, quarterly, annual, and ad hoc reports and ensure required reports and deliverables are submitted within established deadlines.
• Identify performance issues, data discrepancies, staffing concerns, and other potential contract risks; develop and implement corrective actions to prevent recurrence.
• Attend post-award conferences, periodic progress meetings, and other Government meetings as required, providing status updates and addressing operational issues.
• Coordinate with Government personnel and other Contractor/subcontractor personnel to resolve issues and maintain continuity of operations.
• Monitor employee compliance with applicable Fort Benning, Army, DOD, security, safety, OPSEC, AT, IT, CAC, and other Government requirements.
• Ensure contractor personnel complete required training, background screening, network access, and installation access requirements applicable to their duties.
• Ensure all contractor personnel maintain professional conduct and appropriately identify themselves as Contractor employees when performing work for the Government.
• Track and report Contractor and subcontractor labor hours and related manpower information in accordance with contract requirements.
• Maintain appropriate contract records, operational documentation, performance information, and supporting data.
• Provide reports and other information requested by the Government and support the development of reporting schedules established following contract award.
• Foster a professional, responsive, and customer-focused environment while maintaining compliance with all contract requirements.

Experience Requirements:

• Bachelor’s degree or equivalent combination of education and directly relevant experience.
• 3-5+ years of DOD/Army facilities, financial management, work management, engineering systems, or program operations experience.
• Direct hands-on experience with GFEBS Plant Maintenance/work management.
• Experience analyzing large data sets and resolving data, work-order, project, or financial discrepancies.
• Experience with Army work orders, maintenance operations, project tracking, facilities sustainment, or real-property management.
• Experience analyzing operational and financial data and identifying and resolving data, work-order, project, or funding discrepancies.
• Experience interfacing with Government customers, KOs, CORs, program leadership, and senior stakeholders.
• Experience with ArMA, cProjects, ePRISMS, BUILDER SMS, eMASS, HQIIS, DAIS, FSM, or GIS.
• Previous Army DPW, IMCOM, or comparable installation-support experience.
• Advanced Microsoft Excel skills and strong technical writing/reporting capability.
• Experience briefing Government customers and senior management.
• Demonstrated experience assuming responsibility for an active operational program and maintaining continuity of services, staffing, deliverables, and customer support.

Work Authorization:

Must be a U.S. citizen and able to successfully satisfy applicable DoD/Army personnel suitability, background investigation, CAC, network access, badging, and installation access requirements.

Allocation:

Full time, 40 hours per week, 7:30am-4pm Monday-Friday
