Key Personnel is seeking an HR Manager in Tulsa, OK

HR Manager Hours: Monday - Friday, 8:00 AM - 5:00 PM

HR Manager Pay Range: $105,000 - $140,000 annually

HR Manager Job Summary

The HR Manager serves as a strategic partner to leadership and is responsible for the effective execution and oversight of all human resources functions. This role provides leadership and direction across compliance, talent acquisition, employee relations, benefits, compensation, training, safety, and workforce planning. The HR Manager will lead and develop the HR team, delegate responsibilities effectively, and maintain accountability for departmental results.

HR Manager Essential Duties & Responsibilities

• Ensure compliance with federal, state, and local employment laws and regulations.
• Develop, implement, and maintain HR policies and procedures that meet legal requirements and reduce organizational risk.
• Lead recruitment and workforce planning strategies, including oversight of the full-cycle hiring process.
• Oversee interviews, assessments, candidate selection, and hiring activities while delegating operational responsibilities to HR team members.
• Develop and implement comprehensive onboarding programs that support employee engagement and alignment with company goals and culture.
• Maintain accurate employee records, benefits information, personnel transactions, and HR documentation.
• Prepare and oversee HR reporting to support compliance requirements and organizational decision-making.
• Develop and coordinate employee and management training programs related to leadership, compliance, performance management, and workplace safety.
• Serve as a trusted advisor to management regarding employee relations, workplace concerns, and conflict resolution.
• Oversee performance review and compensation programs to promote consistency and alignment with organizational objectives.
• Manage employee benefits programs, including medical, dental, disability, retirement, and leave programs.
• Negotiate and manage relationships with benefits providers and other HR vendors to support cost-effective solutions.
• Investigate workplace incidents, ensure compliance with applicable safety regulations, and prepare required reports for insurance and regulatory agencies.
• Conduct wage and compensation market analysis to maintain competitive pay structures.
• Develop and manage the HR department budget.
• Oversee employee separation processes, including exit interviews and required documentation.
• Analyze turnover and retention trends and recommend strategies to improve employee retention.
• Negotiate and manage contracts with external service providers supporting employee programs such as relocation, transportation, and wellness initiatives.
• Build, lead, and develop a high-performing HR team.
• Delegate responsibilities effectively while maintaining oversight and accountability for results.
• Adapt to changing organizational needs and perform additional duties as assigned.

HR Manager Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or a related field preferred.
• 7-10 years of progressive HR experience, including experience in leadership roles.
• Proven experience in strategic HR management and team leadership.
• Strong knowledge of HR compliance, policies, and employment practices.
• Strong leadership, decision-making, delegation, and organizational skills.
• Excellent communication and interpersonal skills.
• Ability to manage confidential information with professionalism and discretion.
• Strong problem-solving and conflict-resolution skills.
• Ability to balance strategic planning with day-to-day HR responsibilities.
• Master’s degree or equivalent combination of education, experience, and training may be considered.
