SUPERVISORY IT SPECIALIST (PLCYPLN)

Summary DCSA Acquisition & Technology, National Background Investigation Services (NBIS) is seeking a Supervisory IT Specialist. Serve as a Product Technical Expert leading enterprise Product Management, software development, data governance, cloud infrastructure, and systems engineering for critical national systems. Responsibilities Drive product vision, strategy, and roadmaps aligned with business goals and Chief Product Officer guidance; translate strategic Epics into actionable Features and prioritize the program backlog to ensure maximum value delivery. Lead, mentor, and manage multidisciplinary teams of Product Managers, developers, and engineers; foster a collaborative, high‑performing culture focused on accountability, continuous learning, and technical excellence. Translate customer insights and product leadership's strategic vision into detailed product requirements, user stories, and actionable technical roadmaps to provide clear direction to engineering and design teams. Facilitate SAFe/Agile Release Train events, including PI Planning; implement and analyze development and Flow metrics to measure delivery performance, identify bottlenecks, and drive data‑driven continuous improvement. Guide technical architecture, design, and scalability; champion a rigorous Definition of Done, setting high standards for code quality, automated testing, and security to ensure all software produced is secure and robust. Lead coordination with leadership to establish DCSA mission information flows and tool standards; conduct comprehensive analyses to support and refine requirements for enterprise architecture policy and process directives. Collaborate cross‑functionally across engineering, design, and support teams to ensure successful product launches; serve as spokesperson, communicating progress, risks, and performance to leadership and stakeholders. Requirements Must be a US citizen. Selective Service Requirement: Males born after 12‑31‑59 must be registered for Selective Service. Drug testing designation; initial and random testing required. Position is a DCIPS excepted service under U.S.C. 1601 (GS/GG‑14). Full‑time, standard work schedule with occasional overtime; work location flexible, PCS may be authorized, telework subject to supervisor approval. Exempt from the Fair Labor Standards Act (FLSA). Security clearance required; counter‑intelligence scope polygraph examination upon request. Must hold or obtain within 5 years a Defense Acquisition Workforce Improvement Act Practitioner certification in Engineering & Technical Management. Will be required to obtain and maintain all related certification requirements per DoD Instruction 5000.66. Qualifications Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Specialized experience sufficient to demonstrate that you have acquired all the competencies necessary at a level equivalent to GS/GG‑14 and prepared for greater responsibility. Generally, this includes one year or more of such experience. Specialized Experience Experience leading, coordinating, and synchronizing complex technical work streams and software programs. Translating a multi‑year strategic vision into actionable product road‑maps to align modern software development efforts with overarching business objectives and enterprise architectural standards. Experience in technical systems engineering, including managing, overseeing, and executing the development, delivery, and life‑cycle of modern, cloud‑based applications. Experience integrating, operationalizing, and aligning information assurance and information security policies with modern engineering standards, secure cloud architectures, and compliance frameworks.
