The Treasurer's Office is seeking an experienced attorney to join a small, collaborative legal team. This position offers a unique opportunity to practice at the intersection of law, public finance, public policy, and government administration while working directly with the Treasurer's Office leadership on matters that have a statewide impact. This role provides exposure to a diverse range of legal issues, including public finance, banking and investment matters, legislation, administrative law, procurement, employment law, unclaimed property, and state government operations.

- Participating directly in legislative drafting, analysis, and stakeholder engagement.

- Managing complex legal issues that span multiple practice areas, including procurement, employment law, administrative law, and statutory interpretation.
- Building relationships with legislators, statewide elected officials, executive agencies, and external partners.
- Exercising increasing autonomy and responsibility in advising clients and managing legal matters.
- Developing leadership, strategic thinking, and policy-development skills that prepare attorneys for future senior legal, executive, and public-service opportunities.
Responsibilities - What you'll do
- Provide legal advice and counsel to the State Treasurer, Assistant State Treasurer, and Treasurer's Office leadership on financial, governmental, legislative, and administrative matters.
- Conduct legal research and prepare opinions, memoranda, correspondence, and other legal documents.
- Provide legal support for procurement activities by reviewing solicitations, contracts, amendments, and related documents; advising on procurement requirements; and helping ensure compliance with applicable state laws, regulations, and Office policies.
- Analyze proposed legislation and administrative rules and assess their impact on Office operations and programs.
- Assist with the development of legislation, administrative rules, policies, and procedures.
- Advise on compliance with state and federal laws and regulations affecting Office programs.
- Support the administration of Missouri's Unclaimed Property Program, including matters involving probate, bankruptcy, and debtor-creditor issues.
- Coordinate with outside counsel and assist with litigation and administrative proceedings involving the Office.
- Collaborate with division leaders and stakeholders to identify and manage legal risks and support strategic initiatives.
- Communicate with legislators, state agencies, financial institutions, and external partners on legal and policy matters.
- Applicants must have a Juris Doctorate from an accredited institution and a current license in good standing to practice law in Missouri.
- Two or more years of relevant legal experience; preferably in government, public finance, legislative, regulatory, or administrative matters.
- Applicants should have excellent oral and written communication, research, and problem-solving skills;
- Ability to apply legal principles and specialized knowledge to individual problems;
- Ability to work well with others and communicate effectively and diplomatically internally and with outside parties; and
- Ability to effectively prioritize work while maintaining close attention to detail.
- Interest in public service and the ability to exercise sound judgment and discretion when handling sensitive matters.
