As a member of the Executive Team, the Chief Medical Officer (CMO) oversees the clinical operations, quality, and strategic direction of Philadelphia FIGHT's Federally Qualified Health Centers (FQHCs) . The CMO manages all aspects of clinical operations, including patient care, medical research, and health outcomes, ensuring compliance with federal and state regulations and healthcare guidelines.
In addition, the CMO develops and implements new protocols, supervises medical staff, and oversees the hiring, training, and performance evaluation of physicians and other healthcare professionals. CMO's also manage their assigned budgets and collaborate with other executives and quality assurance to align clinical strategies with organizational goals.
About the Role:
- Schedule: Full time, Monday through Friday (9:00 – 5:00PM)
- Location: Philadelphia FIGHT, 1233 Locust Street, 3rd Floor, Philadelphia, PA 19107
- Compensation & Benefits:
- FSLA status is exempt with an annual salary of $275K - 300K per year.
- 3 weeks of PTO (4 weeks after 1st year) + 11 paid holidays.

Qualifications:
- Must possess a Doctoral degree of equivalent as a Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO), with the completion of a residency program in a chosen specialty.
- 10+ years of experience practicing medicine, experience treating complex cases of HIV a plus.
- 5+ years of experience supervising clinical staff.
- Must be licensed to practice in the state of Pennsylvania.
- Must possess a Board Certification through the American Board of Internal Medicine, American Board of Family Medicine, or an applicable board.
- Must possess a current DEA Registration.
- Experience working at a FQHC is strongly preferred.
- Active DATA 2000 wavier for the prescription of buprenorphine.
- Must possess basic computer skills to perform job duties including desktop computing, electronic medical records, e-mail, time sheet management, reporting, internet research, etc. using relevant software such as HRIS and Microsoft Word, Excel, etc.
- Prior experience delivering services to adult persons with HIV, Hepatitis C, PrEP, and specific care to the LGBTQ+ community, histories of incarnation, homelessness, mental illness, substance dependence, and trauma preferred.
- Must possess CPR certification or be willing to be certified within 60 days of employment.
- Discretion, initiative, and ability to maintain HIPAA compliance.
- Due to a high volume of Spanish speaking patients, bilingual candidates (Spanish/English) are strongly preferred.
- Must be able to exercise good judgment and identify when to escalate issues as appropriate.
- Knowledge of de-escalation methods or willingness to be trained in these methods.
- Ability to handle stressful situations while providing exceptional customer service.
- Must be able to demonstrate judgment, patience, integrity, organization, and prioritization in a multi-task environment.
- Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices such as OSHA, HIPAA, HRSA, CLIA and funding body regulations.
- Strong skillsets in interpersonal relationships and teamwork, attention to detail, dependability, customer service, time management, autonomy and problem solving.
- Ability to remain solution-focused and respectful in all interactions with staff, co-workers, vendors, and patients.

Responsibilities include:
- Manages clinical care and oversight protocols, workflows and policies across all health centers and ensures they are consistent with FIGHT and/or regulatory guidelines and established federal, state and local law; establishes and implements operational procedures and monitors patient visits.
- Ensures legal and regulatory compliance across all clinics (e.g., HIPAA, OSHA, CLIA, HRSA, VFC, Title X, informed consent, etc.).
- Hires, trains, evaluates and develops staff in support of core FIGHT values and policies, practices and principles; address and monitor the specific goals and assignments of each staff member by facilitating one/one supervisory meetings and conducting annual competency assessments; assigns providers to ensure appropriate coverage is available.
- Creates and implements clinical policies, protocols, and workflows to meet quality metrics set forth by funders, payers/health insurance companies, internal risk management/quality assurance programs and other applicable programs.
- Assures medical care is delivered in a manner consistent with all relevant laws, regulations, payor requirements and standards of care and treatment guidelines (US Public Health Service, US Department of Health and Human Services, HRSA, the Bureau of Primary Health Care, the HIV AIDS Bureau, etc.).
- Assures that all clinical staff are familiar with all applicable standards of care and treatment guidelines; partners with appropriate internal and external resources to ensure all clinical staff maintain continuing education credits as required by their professional licensure.
- Develops and implements quality assurance oversight protocols informed by best practices and funding guidelines; ensures research conducted at clinics is in conformance with standards of Good Clinical Practice.
- Collaborates with members of the Executive Team, including but not limited to the Senior Director – Clinic Operations, Human Resources, Risk Management and/or Compliance when issues arise.
- Addresses risk events at the health center level to improve patient, staff, and organizational staff safety; in general, promotes and ensures a culture of safety.
- Provides guidance to Advanced Practice Clinicians when working with complicated patients; periodically reviews charts to ensure practice guidelines are followed.
- Represents FIGHT at conferences, professional events, negotiations with hospital affiliations or external partners, etc.; builds and maintains relationships with community-based organizations to expand services for assigned center.
- Conducts, supervises and coordinates primary care for patients assigned in both acute care and chronic care visits, following applicable standards of care and treatment guidelines.
- Provides comprehensive primary care at the clinic, including obtaining medical history, performing physical examinations, diagnosing medical conditions, implementing treatment plans (prescribing appropriate medications, etc.) and preventative care plans (immunizations, etc.).
- Orders and interprets laboratory results; reviews labs/records with patients and recommends treatment based on guidelines and medication management/dosing.
- Screens patients for infection with one or more opportunistic pathogens and provide preventive therapy or therapy for active disease, when appropriate.
- Screens for sexually transmitted diseases, vaginal infection, and cervical diseases; when applicable, manages HCV/HIV treatment monitoring.
- Assists in additional chronic care management clinics (i.e., diabetes management clinic).
- Completes all charting and documentation in electronic medical records (EMR) system as needed and required by contracted funding sources and billing, including assessments, progress notes, billing codes and administrative documentation.
- Acts as the principal clinical advisor to the board and executive team, translating clinical insight into organizational strategy.
- Provides coverage for other medical providers in their absence.
- On a rotating basis, provides on-call services to FIGHT's 24-hour emergency line.
- Participate as a sub-investigator in the conduct of all clinical trials conducted in accordance with GCP standards.
- Participates in executive and management meetings, quality assurance meetings and other meetings as required.
- Reports any activities that may violate established laws, regulations, policies or procedures. Raises questions about any actions contrary to law or policy taken by another staff member or employee or self and reports the matter to Human Resources and/or the CEO as required.
