The Director of the Office of Human Resources:

Is responsible for the successful coordination, reconciliation and implementation of human resources policies and programs that pertain to the employees of FMCSA.

With knowledge of the full range of human resource management programs and policies, exercises Title 5 authorities on behalf of the Administrator. Serves as the principal spokesperson on related policy and program matters and resolves FMCSA HRM and organizational issues with the Office of the Secretary (OST) Departmental Human Resources Office, the Office of Personnel Management (OPM), and other Federal agencies. Exercises oversight of the full range of HRM functions to ensure operational quality and consistency of services to client organizations.

Exercises responsibility for developing long range strategic plans for the human resources program; determining the best approach to resolving program issues, competing program requirements and budgetary shortages.

Is responsible for advancing Administration priorities, policies, and programs related to HRM in the most strategic and results-oriented manner possible to improve service delivery and reduce taxpayer costs.

Advises management officials on a wide variety of human resources issues.

The ideal candidate for this position is someone with significant experience in all facets of federal Human Resources including recruitment, staffing, classification, employee relations, labor relations, and personnel security. They should have strong written and oral communication skills, strong project management/project capabilities and be confident in their public speaking and interpersonal skills.
