Plumbing Manager

This is a Non-Classified position, performing the outlined duties with the Auraria Higher Education Center. Job Summary: The HVAC and Plumbing Manager is responsible for managing the delivery of quality HVAC and Plumbing facilities maintenance services to the Auraria Higher Education Center (AHEC) and to the three academic institutions that share the Auraria Campus (the Community College of Denver, the Metropolitan State University of Denver, and the University of Colorado Denver). The Position is responsible for the direction and effective operations of the following trades groups: HVAC - Direct supervision of a trade group of eight HVAC technicians: Seven journey-level technicians (PMT II) and one trainee (LTC Trainee IV) Plumbing - Management of Plumbing Supervisor (PMT III) and Swing Shift Plumber (PMT II) This includes overseeing daily operations for HVAC and monitoring Plumbing through weekly meetings, reporting and evaluating metrics and goals, supporting HVAC and Plumbing department safety compliance, and developing departmental policies, procedures and processes that support the agency and campus community for both HVAC and Plumbing. The Position is further responsible for: Supporting budget development, purchase order and P-Card management, budget tracking and expenditure monitoring for HVAC and Plumbing departments. Completing performance evaluations for direct reports and supporting trades supervisors to complete performance evaluations for staff. Managing all the steps to contract with external vendors and contractors to provide additional services on campus including managing vendor relationships, executing RFPs and contracts, processing invoices, development of scopes and communicating expectations with contractors. Lead support efforts for project development, design reviews, construction implementation, and project closeout activities on campus. Essential Job Functions: Operations & Field Leadership: Lead, manage, and work alongside assigned HVAC and Plumbing trades staff to ensure timely, high-quality maintenance and repair of campus systems. Maintain an active field presence to troubleshoot complex mechanical (including HVAC related electrical) and plumbing issues, make on-the-spot decisions, and coordinate immediate corrective actions to reduce downtime and service impacts. Provide direct technical leadership in diagnosing system failures, responding to equipment breakdowns, and managing campus outages related to HVAC, plumbing, and other related critical infrastructure. Monitor, utilize, and manage the campus Building Automation System and HVAC Controls System (JCI MetaSys) to proactively address HVAC issues, respond to Alarm conditions, and remotely support field work. Coordinate internal staff and external contractors during emergency and after-hours responses to restore services as quickly and safely as possible. Monitor work quality, inspect completed work, and ensure maintenance activities meet department standards, code requirements, and campus expectations. Balance short-term response needs with long-term system reliability by identifying recurring issues and recommending corrective or preventative solutions. Staff Supervision, Performance Management and Hiring: Directly manage and supervise the Plumbing Supervisor, HVAC technicians, and Plumbing swing shift technician. This position is responsible for managing all aspects of the work assigned to the work units and ensuring the customers are satisfied with the work units’ performance. Provide support, training and performance management for supervisors and staff. Establishing annual goals for trades supervisors and direct reports, completing mid-year and annual performance evaluation processes for all direct reports and supporting supervisors in completing evaluations of their staff. Utilize computerized maintenance management system (CMMS TMA7) to: Track Corrective Work Order Requests, assigning staff, communicating with requestors and ensuring completion relative to Auraria Campus Service Level Agreements. Preventative Maintenance Work Order, assigning tasks, coordinating resources, and ensuring completion relative to Compliance Needs, Schedules, and Auraria Campus Service Level Agreements. Track Material Costs through direct recording of costs or payments of invoices. Review Daily Time Records (DTRs) for accuracy and alignment with HR Timekeeping systems to ensure accuracy. Responsible for supporting HVAC and Plumbing teams to meet the established Key Performance Indicators for corrective and preventative work orders. This position starts the hiring process, participates in interviews along with the plumbing supervisor and HVAC technicians where appropriate and recommends hire or promotion. Financial Oversight: Administer, track and manage budgets throughout the year, controlling expenses, monitoring PO and budget balances, and reporting issues to ensure compliance with State of Colorado Fiscal Requirements. The combined HVAC and Plumbing Budgets are roughly $800,000 per year. Position will be required to utilize existing budget tracking tools or develop a process for tracking and understanding annual budgets. This position will be responsible for monitoring and approving Purchasing Card utilization and assisting and supporting staff with any Purchasing Card issues. This position will be responsible for managing or supporting the initiation, utilization, and tracking of Purchase Orders for the trades that report to this position and their departmental work groups. Support of Deferred Maintenance, Controlled Maintenance, and other Capital Planning processes. Contractor Management: Responsible for managing all the steps to contract with external vendors and contractors to provide additional services on campus including establishing and maintaining vendor relationships, supporting the development and reviews of RFPs and contracts, processing invoices and communicating expectations with contractors. Participate in annual on-call contractor selection for HVAC and plumbing contractors. MEP Plan Review and Building Audit: This position will support the Campus Engineer and Campus Architect in reviewing architect and engineer plans for building or systems renovations and new construction on campus. Support the Campus Architect to write and update campus construction standards and specifications to stay current with HVAC and Plumbing industry advancements. Participate in periodic building audits with all trade supervisors to identify and catalogue building deficiencies and support cost estimating efforts as needed. Acts as a resource to the Campus Planning, Engineering, Construction Project Management, and Sustainability teams for new construction, renovation or other improvement projects. Safety: Ensure the utilization, and promotion of health and safety measures for the area and the campus community by adhering to industry safety standards. Participate in regular campus safety committee meetings. Ensure all staff for which this position is responsible have the necessary safety trainings dependent on position responsibilities and maintain compliance with campus safety training requirements. Other: Support the Operations Division with other duties as assigned including but not limited to snow removal, after-hours emergency support, and covering for staff who are out of the office. Position will be part of after-hours on-call list along with other facilities leadership. This position may take infrequent (1-2 per month) after-hours calls, regarding HVAC or Plumbing issues from Swing Shift Staff, Campus Police, or other Facilities Leadership and Management staff. Minimum Qualifications: High School diploma or GED At least 5 years of supervisory experience in a facilities maintenance environment. At least 10 years of combined or overlapping experience with the following (these years may run concurrently with the supervisory experience above): HVAC including diagnosing and addressing issues, including but not limited to: Hydronic system (chilled and hot water) Chillers Boilers Steam systems Direct Expansion (DX) cooling systems Building Automation and Controls Plumbing including diagnosing and addressing issues, including but not limited to: Domestic Water Sewer Storm Water HVAC Hydronics Backflow Prevention At least 3 years of experience managing contractors EPA 608 Universal Refrigerant Certification Must possess a valid unencumbered Colorado driver's license at the time of application. Preferred Qualifications: Associate or bachelor's degree in a technical field. Experience working with a Computerized Maintenance Management System (CMMS) TMA is used at Auraria Experience working in higher education or government. Experience working on a Campus environment. Experience Managing Facilities operations and Maintenance related Projects. CO Journeyman or Master Plumbing License. Knowledge, Skills & Abilities: Proven experience in establishing and maintaining effective working relationships with a diverse population at all levels throughout the institution—and into the community. Ability to communicate in a positive and effective manner, across various modalities. Ability to balance multiple projects and tasks in parallel to maintain attention to detail. Strong judgment and critical thinking skills. Ability to deliberately listen and communicate relevant information, anticipate problems, and offer suggestions for resolution.
