Job Summary
- Under general supervision, the Accounting Technician II performs a variety of responsible accounting support duties in preparing and processing accounting and financial records.
- Assists with processing payroll and accounting transactions, City tax exemption requests, purchase requisitions, purchase orders, managing requests for proposals, and handling other purchasing transactions.
Distinguishing Characteristics
- This is the journey level in the Accounting Technician series of jobs.
- Incumbents perform functions in support of a variety of financial and accounting operations which range in difficulty from routine to moderately difficult.
- Incumbents are expected to exercise initiative in resolving problems related to assigned functions by referring to applicable City policies and procedures applicable and using knowledge gained through experience.
- Distinguished from Accounting Technician III in experience and complexity of assignments.
Essential Duties & Responsibilities
Essential Functions
- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
- Assists, supports and participates in the preparation, administration, and maintenance of City accounting transactions and records; prepares and processes requests for payment, journal vouchers, and billing advices; calculates out-of-state sales taxes and provides information to accounting staff for required action; maintains and updates spreadsheets for cash receipts, purchasing, and other accounting transactions.
- Receives payments from the public for a variety of purposes; receives and tracks payment of fees, fines, and NSF checks; issues receipts in accordance with City procedures.
- Receives, accounts for, orders, and batches departmental payroll timesheets; follows up to obtain any missing timesheets; changes and updates employee data, processes other employee payroll requests, and generates and distributes step increase reports and memoranda.
- Calculates step increases and retroactive pay for promotions and adjusts anniversary dates in the payroll system; receives and processes special pay items, shift differentials, incentive pay, and tuition reimbursement; maintains spreadsheets of such pay items for audit purposes.
- Prints and prepares payroll reports and other documents; processes wire transfer instruction forms and obtains Treasurer's Office authorization, when required.
- Receives applications for City tax exemption from mobile home park residents, in person or by mail; verifies documentation requirements are met and performs income calculations to determine program eligibility; processes applications if eligibility requirements are met; answers questions regarding the program and its requirements.
- Processes purchase requisitions and orders; received requests for proposal/bid, reviews bid responses and recommends lowest responsive bid.
- Works and collaborates with operating departments to ensure completion of required contracts, development of bid specifications, and ensuring purchase orders are within the authorized budget appropriations.
- Uses established templates, types of new bid specifications for departmental purchase requests, and sends for posting and distribution to vendors.
- Responds to general inquiries, requests for forms, and questions at a public counter.
- Performs other duties as assigned.
Job Requirements
Knowledge of
- City rules, procedures, and practices governing cash receipting, purchasing, payroll and time reporting, and related financial transactions.
- Basic procedures and practices, documents, and terminology used in processing accounting transactions and in financial recordkeeping in assigned areas of responsibility.
- The City's financial accounting system and associated practices and procedures for processing accounting information.
- Standard office practices and procedures.
- Customer service practices and telephone etiquette.
Skill in
- Operating a computer using spreadsheet and other standard business software.
- Organizing, setting priorities, and exercising sound judgment within established guidelines.
- Interpreting, applying, and reaching sound decisions in accordance with City rules, policies, and department procedures.
- Making calculations and tabulations and reviewing fiscal and related documents and information accurately and rapidly.
- Understanding and carrying out written and oral instructions.
- Learning and applying new information.
- Prepare clear and accurate financial records and reports.
- Dealing effectively with sensitive and confidential issues and situations.
- Communicating clearly and effectively, both orally and in writing.
- Maintaining confidentiality of City documents and records.
- Exercising tact and diplomacy in interpersonal dealings with sensitive situations.
- Establishing and maintaining effective working relationships
Minimum Qualifications
Education and Experience:
- High School Diploma or G.E.D.; and one (1) year of progressively responsible experience in performing a variety of financial, budget, and accounting operations, statistical, purchasing, recordkeeping or cashiering duties; or an equivalent combination of training and experience.
- Accounting Technicians I (FLEX) may be considered for level II once they have been employed for 12 to 24months and demonstrate the full range of responsibilities and experience to meet the higher position.
Licenses, Certifications, and Equipment:
- A valid State driver's license is required.
Physical Requirements and Work Environment:
- The employee works under typical office conditions, and the noise level is usually quiet. While performing the duties of this job, the employee is regularly required to sit, talk or hear, both in person and by telephone, use hands to finger, handle, and feel computers and standard business equipment, and reach with hands and arms. The employee is frequently required to stand and walk and lift up to 10 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
