Director of Operations

Summary This position is located at Departmental Offices, Domestic Finance - Financial Markets. As a Director of Operations, you will be managing the business strategy and operations, ensuring that the budget formulation, operating plans, budget execution, personnel and other administrative operations decisions are aligned to Federal Financing Bank (FFB)'s strategic goals and priorities and reflect sound management practices. Responsibilities As a Director of Operations, you will: Ensure the Federal Financing Bank (FFB) successfully receives SOC-1 annual examinations; this includes coordinating the designs and implementation of sufficient internal controls to assure that the integrity of FFB controls meets SOC-1 assessment standards and that FFB resources are safeguarded against waste, loss, and unauthorized use. Ensure the effectiveness of the Office by participating actively in management decisions and their implementation. Provide advice and assistance on overall office management matters to examine the most cost-effective means of satisfying existing and future requirements. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: Leading a System and Organization Controls 1 (SOC 1) Statement on Standards for Attestation Engagements no. 18 (SSAE 18) examination for a large financial institution; AND Leading acquisition strategies for mission-critical policy initiatives for a financial institution; AND Overseeing a comprehensive human capital portfolio for a financial institution; such as managing recruitment, security clearance coordination, and employee training and development. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
