The Recruiter contributes to the overall goals and objectives ofSSTAR’s Human Resources Team, as well as providing day-to-day humanresources support that will provide an employee-oriented culture. Thisrole is responsible for the recruitment and development of a superiorworkforce. The role includes collaborating with managers to understandtheir needs for open positions, revising job descriptions, reviewing,and advising on competitive compensation/benefits, ensuring completedbackground screenings, executing and reporting on Affinity Actioninitiatives, collaborating on employee onboarding andmonitoring/reporting on turnover, time to fill, open vacancies and retention. Maintains accurate tracking records and consistentlyupdates ATS (applicant tracking system). Reviews/develops/updates job description (s) with hiring managerto ensure accuracy of skills, knowledge and position requirementsare accurate prior to posting. Ensures open positions are in ATS and maintains a tracking systemto monitor FTE open positions in partnership with Finance usingPosition Control. Develops effective recruitment strategies, including job postingoptimization, physical and digital employment marketing, includinguse of various job boards, social media, and the internet. Develops professional relationships and partners with hiringmanagers to maximize effectiveness of the recruiting processaligning with the department’s goals. Manages an active workload of open requisition. Sources internal& external applicants, screens for "fit," minimumsalary requirements, credentials, skills, experience, and knowledge,interviews and recommends appropriate candidates to managers. Manages the recruitment process, including initial objectiveassessments of candidates; effectively manages candidate flow. Arranges for background checks; verifies and signs off on invoices. Corresponds with candidates, providing complete, accurate, andinspiring information about the agency and the position. Maintainscontact with the candidate between the offer and start date. Tracks and reports on open positions, time-to-fill metrics, andturnover data. Responds to request for reports to analyze HR key metrics. Collaboratively tracks and audits necessarylicensure/credentialing requirements including alllicenses/certifications as required by the position description.Collaborates with HR Coordinator to ensure accurate data entry oftrackable licenses/certifications using Streamline. Provides timelyreports to managers and employees on expiring licenses. Seeks authorization for Indeed Campaigns and budget; verifies theaccuracy of billing and seeks authorization for payment. Serves as an ambassador by attending community events, job/school fairs. Effectively manages workflow utilizing best practice recruitingmethodology using the parameters of OFCCP/EEO/AAP/DEI and otherregulatory/licensing agencies. Extends offer of employment to selected candidates with theappropriate approval of hiring manager and Administration.Negotiates offers with approval of VP of HR and sends Offer Letters. Tracks Sign-On Bonuses, employee referrals and other agreedrequirements as defined in the offer letter such as receipt of atraining certificate. Forecast future talent or staffing needs, to include knowledge ofrising stars within the organization who have the potential to trainunder a succession plan. Other duties as assigned. Experience and Skills: Education & Experience BA in business, human resources, psychology, communications, orrelated field SHRM or PHR preferred Minimum of one year in recruiting, preferably in healthcare, twoyears’ experience in human resources Proficient in the use of social media and job boards Knowledge of applicant tracking systems and use of databases Knowledge of affirmative Action planning Demonstrates compelling history of analytical and criticalthinking skills. DEI/Affirmative Action planning and reporting Working knowledge of Microsoft Office programs, HRIS, Time &Attendance, and web-based applications Evidence of strength in sourcing, recruiting, and developingsocial engagement or talent pools Demonstrates "best practice" techniques for recruitment.
