HR OFFICER III Supervisory HR Generalist

Location MDH, Harford County Health Department, Bel Air, MD Grade 17 Main Purpose of Job This position performs advanced professional human resources work for the Harford County Health Department and serves as a supervisor over assigned HR functions and staff engaged in personnel transactions, recruitment, classification support, and related human resources operations. The position functions as a senior HR generalist and technical resource responsible for independently administering and advising on recruitment and selection, classification and compensation support, position description development, employee relations, performance management, leave and benefits coordination, personnel transactions, records management, and related State Personnel Management System functions. It provides day‑to‑day work direction, training, quality review, and coordination of assigned staff or team activities, exercising full supervisory authority. The work supports the agency’s ability to recruit, retain, and manage a qualified workforce in compliance with State law, regulation, and policy. Responsibilities also include working on core competencies to ensure health equity in developing programs and/or in the delivery of public health services by identifying and removing barriers and supporting systems that help people from disadvantaged communities. Minimum Qualifications Seven years of experience, three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist. Experience Substitutions (Notes) Candidates may substitute paraprofessional personnel work experience on a year‑for‑year basis for up to four years of the required experience. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of professional HR experience for the required experience. Candidates may substitute thirty graduate credit hours from an accredited college or university in specified fields for up to six years of the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in relevant HR classifications on a year‑for‑year basis for the required experience. Desired or Preferred Qualifications Experience managing recruitment and hiring activities for State or public‑sector positions, including preparing JobAps postings, screening applications, coordinating interviews, and processing hiring transactions in Workday or a comparable HRIS. Experience preparing and reviewing position descriptions, reclassification requests, non‑competitive promotion requests, salary determinations, and other classification or compensation documents for State or public‑sector positions. Experience advising supervisors and managers on employee and labor relations matters, including disciplinary issues, leave administration, grievances, performance concerns, and application of HR policy and procedure. Experience processing and monitoring personnel transactions in Workday or a comparable HRIS, including appointments, separations, transfers, leave actions, and compliance with required HR documentation and deadlines. Experience administering or advising on attendance and leave matters, including FMLA, sick and safe leave, telework‑related leave issues, in a public‑sector HR setting. Experience independently interpreting and applying Maryland State Personnel and Pensions Article, COMAR Title 17, DBM policies, and MDH human resources policies in a public‑sector human resources setting. Licenses, Registrations and Certifications Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter. Employees may be assigned duties requiring operation of a motor vehicle. Such duties require possession of a valid motor vehicle operator’s license in Maryland.
