ABOUT THIS POSITION

Phoenix Sky Harbor International Airport (PHX) served 51.6 million passengers in 2025, solidifying its position as one of the nation's busiest airports and a vital hub in the country's fifth-largest city. PHX is the largest of three airports in the Phoenix Airport System, which also includes Deer Valley and Goodyear airports. All three are operated by the City of Phoenix Aviation Department (AVN) and collectively generate an impressive annual economic impact of $44.3 billion.

The Aviation Superintendent for Conveyance Systems provides leadership and operational oversight for the airport's major conveyance infrastructure, including Vertical Transportation (elevators, escalators, moving walkways) and the Baggage Handling System (BHS). These systems are essential to terminal mobility, baggage throughput and overall airport efficiency. The Superintendent oversees two Section Heads who administer maintenance contracts, support modernization efforts, and ensure system safety, availability, and compliance. The role leads budgeting, planning, vendor performance, and coordination with airport stakeholders, airlines, TSA, and engineering teams.

Key responsibilities include:

• Development and management of operating budgets for BHS and VT sections.
• General oversight of capital projects and equipment upgrades and replacements.
• Establishment and oversight of multi-million-dollar maintenance service contracts.
• Development and management of short, medium, and long-term capital maintenance plans.
• Management oversight of teams comprised of professional, technical, and non-technical staff.
• Consistent superior customer service, integrity, and commitment to innovation, efficiency, and fiscal responsibility.
• Collaboration with internal and external stakeholders to develop and implement cost-effective solutions that meet operational requirements.

IDEAL CANDIDATE

• Familiar with regulatory compliance (i.e. building codes and FAA regulations).

SALARY

Pay Range: $93,121.60 to $137,592.00 annually.

Hiring Range: $93,121.60 to $124,800.00 annually.

• Promotions occur when the last two digits of the pay grade increase.
• Demotions occur when the last two digits of the pay grade decrease.
• Lateral transfers occur when there is no change to the last two digits of the pay grade.

MINIMUM QUALIFICATIONS

• Five years of experience in airport operations, general aviation, or maintenance.
• Three years in a supervisory capacity.
• Bachelor's degree in airport or business management, or a related field.
• Other combinations of experience and education which meet the minimum requirements may be substituted.

• Experience with budget development and management.
• Experience with contract development and management.
• Experience with program development and improvement.
• Experience working with multiple stakeholders to reach consensus.
• Experience producing written documents, reports, and presentations.
• Experience with airport responsibilities at a large or medium hub airport.
• Experience with regulatory compliance (i.e. building codes, FAA regulations).
• Experience with Computerized Maintenance Management System Administration.
• Experience supervising highly technical staff in an operationally critical environment.
• Experience leading and managing teams that install, repair, and maintain Automated Conveyance Systems.
