Position Summary:

The Senior Accountant is responsible for the accounting and reconciliations of payroll and benefits activities, the Housing Choice Voucher Program including the invoice processing and approvals, processing of the housing assistance (HAP) and utility assistance (UAP) payments as well as the Tenant Repayment Agreement payment processing and tracking of landlords overpayments and collection. In collaboration with other AH departments, this position is also responsible for the timely and accurate preparation and submission of the monthly VMS report to HUD.

Roles and Responsibilities:

• Analyze, reconcile and record the biweekly payroll including research and resolution of reconciling items and preparation of the monthly payroll accrual journal entry.
• Calculate and prepare documentation for Excess Compensation fund transfers in compliance with HUD guidelines.
• Analyze, reconcile and generate a payroll and benefits report monthly for expenses funded with Grants.
• Perform General Ledger maintenance and prepare account reconciliations for assigned CFDA accounts and properties related to HAP, Payroll, Bank and COBRA activities.
• Analyze and reconcile Monthly and Quarterly payroll taxes including resolution of any Federal, State or Local Payroll Tax variances or issues.
• Validate new benefits and UI tax rates on an annual basis to ensure accuracy in Workday.
• Validate and approve Invoices and Purchase Orders for assigned properties.
• Validate and post receipts for Landlord Overpayments and Tenant Repayment Agreements including analysis and resolution of discrepancies.
• Research ACH returns, receipts and refunds to provide Cash Management with detailed information and resolutions related to HAP, URP and payroll.
• Provide payables staff with list of escheatment items periodically for HAP/URP after research completed for submission to the State of Georgia.
• Coordinate and prepare timely and accurate HUD VMS report monthly including quarterly reconciliation and retroactive adjustments, when necessary.
• Stay abreast of new HUD VMS reporting guidelines.
• Manage collections for Port in's from other housing agencies, when applicable.
• Backup for Senior Budget and Financial Analyst for processing and validation of HAP run.
• Backup for Finance Operations Administrator (Petty Cash Management).
• Monitor adherence to internal control policies and procedures in connection with HAP/UAP transactions.
• Perform other related duties as required and/or assigned.

Knowledge and Skill Requirements:

• Proven experience of consistently delivering quality work and interacting well with other team members.
• Knowledge of Housing Choice Voucher Program a plus
• Knowledge of Yardi a plus.
• Proficiency with Microsoft Office, including Word, Excel, and Outlook.
• Detail oriented and strive at producing quality and reliable work.
• Organized and Self-motivated.
• Good communication and interpersonal skills.

Education and Experience:

• Bachelor's degree in accounting or equivalent.
• At least 3 years of general accounting experience and related tasks preferably in a Public Housing Authority environment or equivalent.
• Certified Public Accountant (CPA) or MBA designation a plus.

Working Conditions:

Works in an office environment. May require frequent bending, stooping, reaching and prolonged sitting and/or standing. Frequent local travel which necessitates a valid State of Georgia driver's license and be fully insurable for the purpose of obtaining clearance on company "Authorized Drivers List." AH Authorized Driver or Assigned Vehicle.
