Associate Director of Research for Systems, Senior Executive Service (SES) position

The Associate Director of Research for Systems is in the Senior Executive Service (SES). It is responsible for the broad conception, planning and formulation of the scientific and technological programs of the Systems Directorate, in addition to the overall administration of activities throughout the Directorate. The Systems Directorate is comprised of the following: the Signature Technology Office, Radar Division, Information Technology Division, Optical Sciences Division, and Tactical Electronic Warfare Division. The total scientific, technical and administrative staff of the Directorate exceeds 700 government employees. Responsibilities Formulates general policies and objectives necessary to carry out the Directorate’s scientific and technological programs. Reviews and evaluates the Directorate's output and achievements in order that programs be coordinated to achieve the desired goals and to ensure that high scientific and technology standards are maintained. Establishes priorities for work within the Directorate, taking into account Naval and Department of War (DoW) potential, the relative importance of the work to other work carried out by the Directorate, its usefulness in other fields of research, the cost in terms of money and resources, and the potential value in relation to increasing scientific knowledge and Naval and DoW capabilities. Responsible for developing both long-term and short-term plans, and assists the Division Heads/Office Head as appropriate in marketing proposed programs. Participates with the Director of Research in developing the overall NRL research program and the establishment of Laboratory wide administrative policies. Provides consultative and advisory services to officials of the Navy, the Marine Corps, DoW, and to officials of other government and private agencies.
