About the Position: The Management Analyst II – Housing & Homelessness Services position plays a vital role in supporting the City's strategic efforts to address housing and homelessness. This position is housed within the Community Development & Housing Department and will work closely with the Homeless Services Coordinator and Senior Management Analyst. Analysts in this role are responsible for performing complex administrative, financial, and programmatic analysis, with a focus on housing & homelessness services grants, policy development, and program outcomes. The position also supports strategic planning efforts, data analysis, and coordination with internal and external stakeholders to improve services for the unhoused community. The ideal candidate will bring strong analytical skills, a working knowledge of homeless service systems and related grants (e.g., ESG, HHAP, CESH), and a passion for making a meaningful impact in the community. This recruitment will fill current vacancies in the Community Development and Housing Department and will also be used to create an eligibility list for future openings. Ideal Candidate: This advanced-level role is best suited for a self‑motivated professional with at least 1–2 years of progressively responsible experience in program development, grant administration, or public policy analysis. The ideal candidate brings strong project management skills, a deep understanding of public sector operations, and familiarity with housing and homelessness initiatives. They are comfortable working independently, collaborating across departments, interpreting data, and making policy recommendations that drive results. Day in the life consists of: Leading or coordinating complex projects or initiatives related to housing and homelessness services. Conducting detailed program and budgetary analyses to inform decision‑making. Drafting reports, policy recommendations, and grant‑related documentation. Collaborating with other City departments, partner organizations, and community stakeholders. Monitoring program outcomes and identifying opportunities for process improvement or innovation. Education and/or Experience: To qualify for this recruitment, applicants must meet the education and experience requirements for the Management Analyst II classification. Placement will be based on qualifications and experience. Education: Bachelor’s Degree from an accredited college or university in Finance, Public or Business Administration, or a closely related field. Experience: At least three (3) years of progressively responsible professional experience performing administrative, operations, budgetary, or similar analyses; or an equivalent combination of education, training and experience. Preferred: Experience working in a governmental agency. Licenses, Certifications, and Equipment: A valid State driver’s license is required. Knowledge of: Principles, practices, and methods of administrative, organizational, financial, and procedural analysis. Principles and practices of public administration (entry‑level candidates should have a foundational understanding: more advanced should demonstrate deeper experience). Principles, practices, and methods of municipal budget development and management. Basic principles, tools, and techniques of project planning and management. Federal, state, and local laws, regulations, and court decisions applicable to assigned areas of responsibility. Research methods and analysis techniques. Principles and practices of sound business communication. Record keeping practices and procedures applicable to assigned areas. City administrative policies and procedures related to budget, fiscal, purchasing, and public records management. Skill in: Analyzing administrative, operational, procedural, organizational, or financial problems; evaluating alternatives; and developing sound, logical, fact‑based conclusions and recommendations. Collecting, evaluating, analyzing, and interpreting statistical or narrative data. Analyzing, interpreting, explaining, and applying relevant laws, regulations, ordinances, and policies. Preparing clear, concise, and comprehensive reports, correspondence, and other written materials tailored to the audience. Communicating effectively, both orally and in writing. Presenting conclusions and recommendations clearly and logically (more emphasized at the Analyst II level). Maintaining accurate records and documentation. Establishing and maintaining effective working relationships with coworkers, departments, and external stakeholders.
